History/Background: This project was originally processed through project planning review and amended to NOACA’s NOACA Transportation Plan Framework for Action 2025 on March 12, 2004 (via Resolution 2004-012). The project involves reconstructing SR-57, from the CSX railroad to the Grafton Village north corporation line (NCL), in the Village of Grafton. The estimated cost of the project’s right-of way is $766,500. Consistent with NOACA’s right-of-way (RW) policy, $358,250 is being funded with NOACA controlled Surface Transportation Program (STP) funds. The remaining $408,250 is being provided by the sponsor.

In a letter to NOACA dated May 10, 2010, the sponsor reported that, based on an estimate provided by an independent consultant retained by the sponsor, the estimated cost of the project’s RW is $1,575,696. The estimate includes property costs ($1,182,018); a ten percent contingency ($118,202); appraisal labor costs ($85,050), acquisition labor costs ($147,900) and acquisition review labor costs ($42,526).

The sponsor requested the amount of STP funds toward the project’s RW phase be increased by $404,598, from $358,250 to $762,848. The request was presented to NOACA’s Regional Transportation Investment Subcommittee (RTIS) at its meeting on May 21, 2010. The RTIS denied the sponsor’s request to increase STP funds. Instead, the RTIS recommended that STP funding for the RW phase be increased only by an additional 20% (i.e. $76,650) from $358,250 to $434,900.

NOACA’s Regional Transportation Investment Policy (RTIP), published October 2008, states, “projects already on the Plan or TIP that request a change in scope or significant cost increase (greater than 20 percent) must go through PPR again.”

The RTIS further recommended that the project be processed through project planning review (PPR) again per the NOACA RTIP in order to determine if any more of the total requested funding ($404,598) for the RW phase should be recommended.

Current Condition: SR-57 is functionally classified as a minor arterial. SR-57 is a two-lane facility. The pavement width is 26 feet. The sidewalks are four feet wide. The existing right-of-way (RW) is 60 feet. The average daily traffic (ADT) is 10,760 vehicles per day with about 3.5 percent trucks (2000 traffic counts). The adjacent land use along SR-57 is mainly commercial, industrial and multi-family and residential development. The speed limit is 35 miles per hour.

Per the 2004 project planning review, the sponsor reports that traffic congestion along SR-57 is a problem. Delays along the two-lane facility during peak hours are caused primarily by left-turn movements. According to the sponsor, residents have concerns regarding safety and delays when attempting to enter into traffic on SR-57. Additionally, the existing storm drainage is inadequate. The corridor is uncurbed and a “skeleton” storm sewer drains all runoff to Robson Ditch, which often fills to flood stage during rain, causing flooding in homes served by the storm sewer. The Village is planning additional commercial development and residential subdivisions for SR-57. Also, Commerce Drive will be extended (not with federal-aid highway funding) to accommodate the anticipated development of Commerce Park including additional light industrial, office and commercial development.

Proposed Project: The project involves reconstructing SR-57, from the CSX RR to the Grafton Village north corporation line (NCL), 0.09 mile north of Arbor Road in the Village of Grafton (location map). The work includes the addition of a two-way left turn lane, curb and gutter, storm sewer, sidewalks and street lighting. The total cost of the project is estimated to be $7,607,873. The estimated total cost of the RW phase is $1,575,696. According to NOACA’s RW policy, $762,848 can be funded with NOACA STP funds. The amount of STP funds for the RW phase was increased by $76,650 from $358,250 to $434,900, per the RTIS’ recommendation. The Village of Grafton is requesting the NOACA share be increased by an additional $327,948, from $434,900 to $762,848 (consistent with the Regional Transportation Investment Policy RW policy). The Village of Grafton will provide the respective non-federal share ($812,848) of RW.

The estimated cost of construction is $6,032,178. ODOT District 3 will contribute $95,000 of its district allocation toward the project due to work not performed in an ODOT 3 sponsored resurfacing project on SR-57- 0.00: PID No. 25663. Of the remaining $5,937,178 in construction costs, eighty percent ($4,749,742) of the construction cost can be funded with STP funds. The Village of Grafton will provide the respective non-federal share ($1,187,436) of construction.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • The sponsor should review the construction cost estimate at significant review stages of the project’s development.
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • 2008 RPMS data shows a pavement condition rating (PCR) or 50 (poor condition) on this segment of SR-57. In 2013 (the year of construction) NOACA’s RPMS predicts a deteriorated PCR rating of 43 (poor condition) and recommends major rehabilitation on this segment of SR-57. The RPMS estimates the cost of reconstruction and resurfacing to be $759,000. This estimated cost is for repair to the existing pavement only; it does not include costs for right-of-way or capacity additions to SR-57 in Grafton Village.

Committee Review:
    Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and Transportation Improvement Program (TIP).
    Bicycle Advisory Council (BAC):
  • This section of SR-57 is categorized as “for expert cyclists only” on the Lorain County Bike Transportation Map. The BAC first reviewed this project in 2004 and recommended a 10-foot side path instead of a 4-foot sidewalk. NOACA staff commented that there were a number of options that could be considered that would accommodate cyclists. A number of alternatives were studied by their consultant that included a path and lanes, but they recommended an alternative without them because they said the extra right-of-way required would be too expensive. This was before NOACA adopted the Bikeway Priority Plan, that states that if a road is on NOACA’s priority plan and is requesting NOACA funds, it is required to accommodate bicyclists, unless infeasible (which is defined as more than 10% of the total project cost). The BAC recommends that NOACA staff and the BAC chairman meet with the project sponsor to review the project.
