To document staff's work for the planning process, the following Technical Memorandums were completed during Fiscal Years 2001 trhough 2004. They are available for download using Adobe Acrobat Reader.

Technical Memorandums in 2003:

  • 2000 Census Urban Boundaries Adjusted in the NOACA Region (1.14 MB-July 2003) - This memorandum looks at the census defined urbanized area and makes logical adjustments to this irregular boundary. This smoothing process is done only to make the functional classification update an easier process. This boundary adjustment has no impact on funding to the NOACA region.


  • Congestion Management Volume-to-Capacity Ratio Evaluation And Other Transportation System Related Studies (1.63 MB-June 2003) - This memorandum contains a ranking of the worst congested segments on the CMS network. The ranking is based on the Volume-to-Capacity (V/C) ratio as a measure of performance. It also includes a summary of other transportation system related studies.


  • CTPP County Level Journey to Work Data (1.1 MB-June 2003) - Display and evaluation of Census Transportation Planning Package (CTPP) Journey to Work data at the county level.


  • County Population Estimates 2002 (272 KB - May 2003) - Report of county population change 2000 to 2002 and reasons for same.

  • External Stations Forecast Analysis for NOACA 2025 Model Update (881 KB-June 2003) - The Travel Demand Model Peer Review panel convened in May 2002 determined that the NOACA model performs well overall. However, some discrepancies were found at the external stations for forecast year 2025 as compared with the Akron Metropolitan Area Transportation Study's (AMATS) 2025 External Station Forecast Analysis. This memo documents minor adjustments that NOACA made to the Year 2025 forecast to adjust the External Stations Forecast Analysis.


  • 2003 AM Peak Period Vehicle Occupancy Surveys and Vehicle Counts (667 KB-May 2003) - This memorandum looks at vehicle occupancy and vehicle count information at six locations around the Cuyahoga County line. The samples were conducted in the AM peak period in an attempt to capture traditional commuter trips into Cuyahoga County.

  • Rail Preservation Planning Status Report (3.7 MB - June 2003) - This report documents the current status of the Rail Preservation Planning activities.


  • Regional Transportation System Status Report (1.38 MB-June 2003) - The Regional Transportation System (RTS) project was established in NOACA’s Overall Work Program to identify the current NOACA transportation system, assess its condition, and make recommendations for future planning. This memorandum identifies activities conducted as part of this project during FY 2003, as well as those that will be undertaken during the Fiscal Year 2004.

  • Selected Zonal Population Statistics (18.2 MB-June 2003) - Selected population state from Census Summary File 1 (SF1) shown at the transportation analysis zone (TAZ) level. The document is broken down into three sections: (1) A series of maps showing the traffic analysis zone (TAZ) boundaries for the NOACA region; (2) A table showing selected population data by TAZ, which is ordered by county and community; and (3) A table showing selected population data by TAZ, which is ordered by TAZ number.

  • Systematic Error Checks of the Auto Ownership and Gravity Models (1.09 MB-June 2003) - In May 2002 the Travel Demand Model Peer Review panel made recommendations to NOACA staff about searching for systematic errors. NOACA analysis of the auto ownership model and gravity model districts, documented in this memo, indicates that while the NOACA model performs well overall, there are some minor systematic errors that staff may research further for the 2000 model.

  • Traffic Analysis Zones - NOACA 2000 Base Network (2.56 MB - June 2003) - This Technical Memorandum documents efforts made by NOACA modeling staff to update the Traffic Analysis Zones (TAZ) for the five-county region travel demand model. Some TAZs were added or combined to reflect the latest regional development as reported in Census 2000. Zone correspondence tables and maps are provided in this technical memorandum for visual presentation.


  • Traffic Forecasts for the Proposed Transportation Boulevard - East 98th Street Extension to Rockside Road (3.12 MB-June 2003) - This technical memorandum briefly describes the methodology used to develop the traffic forecasts for the proposed Transportation Boulevard - East 98th Street Extension to Rockside Road for year 2025 in the City of Garfield Heights. Also a set of maps was prepared to depict the traffic data and is included as part of this memo.

  • Travel Demand Model Refinements: Changes Made to the Model Between 1998 and 2002 (2,289 KB – May 2003) - Maintenance of the NOACA Travel Demand Model and its supporting data is an ongoing process. In April 2001 NOACA published Regional Travel Demand Forecasting Model Documentation. Staff updated the data and documentation for the travel demand model in this technical memorandum.

Technical Memorandums in 2002:

  • Access to Transit (500 KB-July 2002) - Several planning activities related to transit accessibility issues were completed in Fiscal Year 2002. Staff examined transit accessibility issues as input to other planning documents, such as the Framework for Action 2025 Update. Other staff work includes assistance to GCRTA from the travel demand model in the Cleveland Business District and University Circle areas and 2000 Census data transit usage analysis.

  • Regional Economic Data (336 KB-June 2002) - Contains demographic data prepared for two purposes. The section on Data Consideration for the Plan Update was prepared in March 2002 regarding the Framework for Action 2025 Transportation Plan Update. Also a brief preliminary analysis of the Census 2000 Long Form data, prepared in June, is included as part of this technical memorandum.


  • Framework for Action 2025: Review/Appraisal 2002 (263 KB-2002) - Documents staff's review and appraisal of employment factors used in the travel demand model for selected major employment areas of the region.
Technical Memorandums in 2001:

  • Travel Demand Model Documentation (356 KB-April 2001) - Contains documentation related to Chapters 11 and 14 of NOACA's Regional Travel Demand Model Document, dated April 2001. This study relating to "Commercial Truck Traffic in Peak Hours," clarifies the commercial vehicle factors for three peak periods of average weekday travel generation by NOACA's model.

    Chapter 14 applies to assignment and validation components. This second technical study relates to the highway assignment process.


  • INTEGRATION Software for the Cleveland Innerbelt Study (339 KB-May 2002) - Briefly describes INTEGRATION's use in the Cleveland Innerbelt Study and its advantages over other modeling software, as well as NOACA's role in developing the model.


  • Demographic Projections by Traffic Zones: 1990-2025 (6,183 KB-June 2002) - This document describes the process for developing socio-economic and related inputs to the planning model, and includes charts and maps to depict the data. Tables of the data by Traffic Analysis Zones are included.
