Installation of Pavement Markings on Various County Roads in Geauga County

On September 14, 2007, the NOACA Governing Board approved the following regarding these projects:
Resolution No. 2007-032 Project Planning Review
Resolution No. 2007-033 Plan and TIP Amendment

Title: Installation of Pavement Markings on Various County Roads in Geauga County
Sponsor: Geauga County Engineer
Estimated Total Cost: $450,000 ($150,000/year)
Proposed Source of Federal Funds: County Engineers Association of Ohio (CEAO)

History/Background: On October 15, 2002, the Geauga County Board of Commissioners approved Resolution No. 02-171, to proceed with safety improvement projects. The Geauga County Board of Commissioners has reviewed this project in open session. The CEAO has approved this project for County-attributable Surface Transportation Program (C/STP) funding in state fiscal years (SFYs) 2010, 2011 and 2012. The County Engineer qualified for the use of 100 percent federal safety funding for the application of pavement markings to be applied to the routes.

Current Conditions: The sponsor reports that every summer, approximately fifty percent (50%) of the county highways in Geauga County require application pavement markings. Every road must be restriped after approximately two years to maintain reflectivity.

Proposed Project: The project involves the application of polyester pavement markings to various county highways and township roads in Geauga County. The county is on a two-year rotation for its striping program. The roads that will receive new pavement markings will be determined during each project’s development. The specific routes will be determined when the CEAO assigns a program year for project implementation. The estimated total cost, provided by the sponsor, is $150,000. The project will be funded 100 percent with CEAO funds. In-house staff will design the project. The County Engineer intends to administer this project under the “non-traditional program” guidelines. The project will be programmed and implemented as three separate projects (i.e. GEA PAVEMENT MARKINGS #s 3, 4 and 5) in SFY 2010, 2011 and SFY 2012, respectively.
