Geauga County Pavement Markings

The NOACA Governing Board approved the following project for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2003-024 on March 14, 2003.

Title: Installation of Pavement Markings on Various County Roads in Geauga County
Sponsor:  Geauga County Engineer
Estimated Total Cost: $200,000 ($100,000/program)
Proposed Source of Federal Funds: County Engineers Association of Ohio (CEAO) administered funds

History/Background:
The CEAO has approved this project for County-attributable Surface Transportation Program (C/STP) funding in state fiscal years (SFYs) 2006 and 2007. The Geauga County Board of Commissioners has reviewed this project in open session. The County Engineer qualified for the use of 100% federal safety funding for the application of pavement markings to be applied to the routes.

Current Conditions:
Not applicable.

Proposed Project:
The project involves applying pavement markings along various county highways and township roads in Geauga County. The specific routes will be determined when the CEAO assigns a program year for project implementation. The county is on a two-year rotation for its striping program. In-house staff will design the project. The County Engineer intends to administer this project under the “non-traditional program” guidelines. The project will be programmed and implemented as two separate projects in SFY 2006 and SFY 2007.

Staff Comment (Summary):

  • This project adheres to NOACA’s Transportation Plan Goal #3 for Transportation System Safety.
  • Sponsor should consider the inclusion of storm drain stenciling in this effort where they exist.
  • This project will not serve the Urban Core areas and will only marginally serve Environmental Justice (EJ) target populations.
  • Move for committee and public review in order to obtain comments.
Intergovernmental Review (IGR):

Public Involvement:

Committee Review:

Regional Transportation Investment Subcommittee/Transportation Advisory Committee:
No comments; recommended for programming in the TIP.

Bicycle Advisory Council (BAC):
In general, AASHTO standards call for 4’ paved shoulders (December 2002). There may be opportunities when restriping to provide wider paved shoulders that would increase safety for cyclists.
