Retrofit parapets on I-480 bridges over Cuyahoga Valley in Valley View & Independence

 

On September 8, 2006, the NOACA Governing Board approved the following regarding this project: Resolution No. 2006-035 Project Planning Review Resolution No. 2006-036 Plan and TIP Amendment

History/Background: This project is included in ODOT District 12's State Fiscal Year 2009 Major Bridge Program

Current Conditions: The bridge on I-480 (Structure No. 1812521 and 1812548) over the Cuyahoga Valley has a sufficiency rating of 84 and 78.9 (respectively) and a general appraisal of 6 according to a December 1, 2005 inspection. The speed limit on I-480 is 55 miles per hour (mph).

Proposed Project:  This project involves retrofitting the parapets of bridges on I-480, over the Cuyahoga Valley, in Valley View and Independence. The work includes installing new fences and moving the overhead lighting to the outside of the structures. The estimated cost of construction is $4,400,000. Ninety percent ($3,960,000) of the construction cost will be funded with Interstate Maintenance (IM) funds. The non-federal share of construction ($440,000) will be provided by ODOT. The project has an estimated award date of January 2009.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project promotes NOACA's Connections 2030 Plan Goal 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT's Access Ohio Goal 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Plan Forecast Team:
  • Refer to the Transportation/Water Quality Council and Cuyahoga County Planning Commission for review and comment due to the Valley crossing.
Regional Transportation System (RTS) Team:
  • This section of I-480 carries three GCRTA routes, which operate a total of 93 weekday buses in both directions.
Committee Review:
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.


  • Intergovernmental Review and Consultation (IGRC):
    "As we consider the installation of new fencing, it would be the request of Valley View to include some type of slightly inward curvature at very top and perhaps a somewhat higher fence. Sadly to say, our Police Department (all to often) incurs problems with despondent individuals intent on taking their own lives. Many have been rescued from the precarious situation, however we have had incidents where the very lives of our own safety personnel have been threatened during the rescue process. Certainly anything we can do to lessen accessibility beyond the fencing will contribute to the general area safety.
