History/Background:
The ozone action day program is an ongoing project which was originally recommended and developed in response to the November, 1993 Report: "NOACA Approved Actions and Recommendations for the State Implementation Program (SIP) for Ozone in the NOACA Five County Area of the Northeast Ohio Moderate Ozone Nonattainment Area".

Current Conditions:
The ozone action day program is an ongoing program.

Proposed Project:
The ozone action day program promotes continued attainment of national ambient air quality standards by forecasting expected high ozone levels and advocating changes in personal and corporate behavior to reduce emissions contributing to those levels.  This includes advocating reductions in single occupancy vehicle (SOV) usage and increases in transit usage.

rogram elements include media outreach and marketing, declaration of ozone action days, media coverage, education outreach, business and local government outreach and technical program elements. The program  will be maintained for  four years beginning in SFY 2002.

The program is estimated to cost $180,000 (i.e. $45,000 per year for four years).  Eighty percent ($144,000) of the cost will be funded with Congestion Mitigation Air Quality funds (CMAQ) funds administered by NOACA. The non-federal share of construction ($36,000) will be provided by NOACA general funds.

Staff Comment (Summary):
The program and its budget should be expanded to allow for more educational outreach (i.e. schools, communities, et al.). The program benefits far outweigh the burdens.
