History/Background:
The City of Olmsted Falls is proposing a traffic signal synchronization project for various intersections primarily along Bagley Road, Columbia Road and Sprague Road in the City of Olmsted Falls.  The sponsor is requesting NOACA-attributable funds.

Current Conditions:
Columbia Road (SR-252), between Sprague Road and Bagley Road is functionally classified as a minor arterial. Columbia Road, from Bagley Road to Cook Road is a principal arterial.  Columbia Road carries between 8,400 and 9,300 vehicles per day (1997 count).  Bagley Road, between Mapleway Drive and Lewis Road is functionally classified as a minor arterial west of SR-252 and a principal arterial east of SR-252.  Bagley Road carries between 8,000 and 9,200 vehicles per day (1997).  Sprague Road, between Columbia Road and Lindbergh Boulevard, is functionally classified as minor artrial, carrying 11,750 vehicles per day (1997).  The Greater Cleveland Regional Transit Authority (GCRTA) has fixed route service along each of these arterials (i.e. Columbia Road – 68 and 64F; Bagley Road – 68; and Sprague Road – 86F) .

Proposed Project:
This project involves the replacement and/or installation of traffic signals at the following locations:

  • Columbia Road and Cook Road (includes lane widening improvements to improve turning radii estimated at $192,500);
  • Columbia Road and Water Street;
  • Columbia Road and Mill Street (pedestrian signal);
  • Columbia Road and Sprague Road;
  • Bagley Road and Columbia Road;
  • Bagley Road and Lewis Road;
  • Bagley Road and Mapleway Drive (this intersection is not currently warranted but included in the cost estimate in case that situation changes)
  • Sprague Road and East River Road;
  • Sprague Road and Lindbergh Boulevard;
  • Bagley Road and Usher Road/Brookside Road


The proposed signal work is eligible for Congestion Mitigation Air Quality CMAQ) funds.  The proposed intersection (lane widening) improvements are eligible for Surface Transportation Program (STP) funds.   The total cost of the signal work is estimated at $762,500 ($610,000 – CMAQ; $152,500 – Olmsted Falls). The estimated total cost of the improvements at the Columbia Road/Cook Road intersection is $192,500 ($154,000 STP; $38,500 Olmsted Falls).

Staff Comment (Summary):

  • This proposed action will improve traffic flow regularly and especially following delays due to the NS railroad at-grade crossing of Columbia between Bagley Road and Water Street with 80 trains per day.  These traffic stoppages are in the city's business and institutional concentrations.  Signal improvements take level of service from F to B.
  • The project is neither located within nor serves NOACA's urban core community, minority and/or low-income populations.
  • Though a number of these intersections include pedestrian signals, which will improve pedestrian safety and mobility, the sponsor should include sound actuated pedestrian signals for the visually impaired.
  • Eligibility for CMAQ funding will require an analysis demonstrating pollutant emission reduction from the sponsor.
  • The intersection lane addition at Columbia Road and Cook Road may be ineligible for CMAQ funding, but  eligible for STP funds.  However, this improvement has not been justified by analysis.
  • Recommend for committee and public review with consideration of comments in order to obtain additional comments.
