The NOACA Governing Board approved the following project for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2003-024 on March 14, 2003.
Title: Resurfacing Old State Road (CH-6), in Parkman Township and Middlefield Township Sponsor: Geauga County Engineer Estimated Total Cost: $500,000 Proposed Source of Federal Funds: County Engineers Association of Ohio (CEAO) administered funds
History/Background: Sections B – G of Old State Road were last improved in 1996. The proposed project has been reviewed by the Geauga County Board of Commissioners in open session and approved by the CEAO for funding.
Current Conditions: Old State Road is functionally classified as a rural major collector. It is a two-lane facility with lanes 11 feet wide and two-foot paved shoulders. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) is 5,000 vehicles per day with about 3.7% trucks (2000 traffic count).
Proposed Project: This project involves resurfacing the existing asphalt pavement on 4.22 miles of Old State Road, from Nash Road (SR-88) to Madison Road (SR-528) in Parkman Township and Middlefield Township. The proposed pavement width will remain 22 feet with two-foot wide paved shoulders.
Eighty percent ($400,000) of the construction cost will be funded with CEAO administered Surface Transportation Program (C/STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($100,000). Preliminary engineering (PE) and right-of-way (RW) costs will be borne by the sponsor. County engineer staff will design the project. The county engineer will request to administer the project following local standards.
The project will be designed and ready for construction in summer, 2006.
Staff Comment (Summary):
- This project will preserve an existing section of roadway.
- The project sponsor should coordinate with the Geauga County Soil and Water Conservation District to evaluate and remediate runoff impacts from the project to the headwaters of the Grand River.
- This project does not serve Urban Core or Environmental Justice (EJ) target populations.
- This section of roadway is categorized on NOACA’s Geauga County Bike Transportation Map as for cyclists with intermediate skills.
- Move for committee and public review in order to obtain comments.
Intergovernmental Review (IGR): Village of Middlefield: Recommend that the resurfacing of SR-608
include intersection improvements at SR-608 and SR-528. Intersection widening and turn lanes would greatly improve traffic flow.
