Title: Bridge Replacement on Old Royalton Road in Brecksville
Sponsor: Cuyahoga County Engineer
Estimated Total Cost: $2,500,000
Proposed Source of Federal Funds: County Engineers Association of Ohio (CEAO)
History/Background: On October 9, 2007, the Old Royalton Road Bridge (No. 107) was approved for CEAO local bridge (LBR) program funds for construction in calendar year 2011.
Current Conditions: The Old Royalton Road Bridge crosses over Chippewa Creek. Old Royalton Road is a two-lane facility with paved shoulders and is functionally classified as an urban local road. The speed limit is 25 miles per hour (mph). The average daily traffic (ADT) on Old Royalton Road is 3,361 vehicles per day with 16 percent trucks (1999 count). The existing bridge structure was built in 1936. It is 110 feet long, two spans with reinforced concrete beams on reinforced concrete abutments and piers. The bridge is on a horizontal curve with a super-elevated deck.
Proposed Project: This project involves the replacement of the bridge on Old Royalton Road over Chippewa Creek, in the City of Brecksville. The work includes replacement of the existing bridge’s superstructure, with significant rehabilitation or possible replacement, of the substructure, based on poor condition of the concrete. The estimated total construction cost is $2,500,000. Eighty percent ($2,000,000) of the construction (C) cost will be funded with CEAO LBR funds. The CEAO has programmed construction for calendar year 2011.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- The proposed improvement meets Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA’s Connections 2030 and Goals #1 (System Preservation and Management) and #3 (Cooperative Planning Process and Transportation Efficiency) of ODOT’s Access Ohio.
- Best available practices should be used to avoid water quality degradation in Chippewa Creek during and after construction.
- Recommend for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The general appraisal rating of the bridge is 4 (poor condition – advanced section loss, deterioration or spalling), and the sufficiency rating is 53.9 (ratings range from 0-100%, with 100% being an entirely sufficient bridge and 0% being an entirely insufficient or deficient bridge). The bridge was built in 1936.
- The RTS Team is awaiting more information from the sponsor regarding bicycle facilities.
