Title: Five Maintenance Projects at Various Locations in Cuyahoga, Geauga and Lake Counties

Proposed Source of Federal Funds: ODOT
History/Background: ODOT is making an effort to advance transportation projects throughout the State of Ohio that improve the safety and condition of the transportation system. These projects are included in ODOT District 12’s Bridge and Maintenance Programs. ODOT intends to deliver projects as timely and efficiently as possible. To further this effort, ODOT has requested that NOACA expedite processing of these projects through its project planning review (PPR), ultimately amending these projects to the Transportation Improvement Program in time for inclusion in the Statewide Transportation Improvement Program.
Proposed Projects: The following projects are proposed by ODOT District 12:
Signal Maintenance: (CUY D12 TSG FY2010 (B): PID No. 87955) – This project involves signal maintenance and repair work at 89 signalized intersections along various routes and sections in Cuyahoga, Geauga and Lake Counties. The project will include signal tethering, signal backplating, UPS installation and/or battery replacement (location map). The estimated total cost of the project is $739,500. The project will be funded with 100 percent federal funding through the Highway Safety Improvement Program. The project’s estimated award date is June 2, 2010.
I-71 Medina Barrier Rail: ((CUY IR 71-00.00 BARRIER RAIL: PID No. 87873) – This project involves the construction of a median barrier rail along I-71, from the Cuyahoga/Medina County Line to south of Fowles Road, in the Cities of Strongsville and Middleburg Heights (location map). The estimated total cost of the project is $968,000. The project will be funded with 100 percent federal funding through the Highway Safety Improvement Program. The project’s estimated award date is June 2, 2010.
Brecksville Bridge Deck Replacements: (CUY IR 77-00.38/VAR: PID No. 87632) – This project involves replacing bridge decks on Snowville Road, Highland Road, Valley Parkway and Oakes Road, over I-77, in the City of Brecksville (location map). The estimated total cost of the project is $6,325,000. The estimated cost of the preliminary engineering detail design (PEDD) phase is $275,000. Ninety percent ($247,500) of the PEDD cost will be funded with Bridge (BR) funds. ODOT 12 will fund the ten percent ($27,500) non federal share. The estimated cost of the project’s construction phase is $6,050,000. Ninety percent ($5,445,000) of the construction cost will be funded with BR funds. ODOT 12 will fund the ten percent ($605,000) non federal share. The project’s estimated award date is June 2, 2010.
Broadview Heights and Independence Bridge Deck Replacements: (CUY IR 77-03.45/VAR: PID No. 87633) – This project involves replacing bridge decks on Harris Road, Lacey Lane and Chestnut Road, over I-77, in the Cities of Broadview Heights and Independence (location map). The estimated total cost of the project is $4,485,000. The estimated cost of the PEDD phase is $195,000. Ninety percent ($175,500) of the PEDD cost will be funded with Interstate Maintenance (IM) funds. ODOT 12 will fund the ten percent ($19,500) non-federal share. The estimated cost of the project’s construction phase is $4,290,000. Ninety percent ($3,861,000) of the construction cost will be funded with IM funds. ODOT 12 will fund the ten percent ($429,000) non-federal share. The project’s estimated award date is June 2, 2010.
Euclid Noise Wall Panel Replacements: (CUY IR 90-26.76 NOISE WALLS: PID No. 85378) – This project involves replacing the existing concrete noise wall panels with new panels along I-90, from the Euclid west corporation line to East 260th Street, in the City of Euclid (location map). The estimated cost of the project’s construction phase is $3,000,000. Ninety percent ($2,700,000) of the construction cost will be funded with IM funds. ODOT 12 will fund the ten percent ($330,000) non-federal share. The project’s estimated award date is June 2, 2010.

Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goals #4 (System Preservation).

“The City of Independence is grateful for the IR 77 – 03.45/VAR: PID 87633 project and
Strongly favors and supports the bridge deck replacement of the Chestnut Road structure
over I-77. We have a few comments we’d like NOACA and ODOT to consider for the
project planning and design of the improvements.
You may be aware that the existing sidewalks on this bridge are only 48-inches wide from face-of-curb to face-of-parapet wall. Existing chain link fence runs along both curbs to separate pedestrian from vehicular traffic. The curb batter and the presence of the fences unfortunately take up precious inches of the sidewalk width rendering the available space on the walks to only 36-inches which does not meet current ADA requirements. One of our disabled residents living on nearby Willow Drive has to run his electric wheelchair in the road lanes across this bridge because he cannot safely negotiate the narrow walks and fences. We respectfully request that the sidewalks be widened with the deck project to meet current ADA requirements. We would prefer fences NOT be re-installed between the road and the proposed walks and that these sidewalks be designed for the maximum safe width to protect pedestrians using the bridge.
Lastly, as this structure serves as a Gateway to the many 1-77 motorists entering and exiting our fine City, Independence requests consideration to some major aesthetic treatments of the facia beams, parapets, and protection fencing similar in appearance to what exists at the Grant and Fleet Avenue overpass structures just a few miles north of Independence in Cuyahoga Heights. If adequate funding for such treatments is a challenge, Independence would like the opportunity to discuss and pursue this issue at the earliest possible time.” – City of Independence

"In my opinion, two projects should have clear and established standards for the proposed construction. Those would be the Median Barriers on I-71 and the Noise Walls on I-90. Justification reports would be appropriate for both based on Fed/ODOT standards. I suggest that such rules be followed for all projects." - John Konrad
