On September 10, 2010 the NOACA Governing Board approved the following regarding this project: Resolution No. 2010-032 Project Planning Review and Resolution No. 2010-033 Plan and TIP Amendment.

History/Background: This project is included in ODOT District 12’s Pavement program.

Proposed Project: This project involves preventive maintenance surface treatments along SR-283 from the Eastlake west corporation line (WCL) to the east corporation line (ECL), in the City of Eastlake (Lake County); pavement repair along SR-43 (Aurora Road) in Bainbridge Township (Geauga County) and paving the entrance and exit ramps on I-90 at East 72nd Street and MLK Boulevard, in the City of Cleveland. The project also includes paving the Mayfield and Warrensville maintenance yards (location map). The estimated construction cost is $1,100,000. The federal share ($396,000) of the project cost will be funded with Interstate Maintenance (IM) funds. The remaining share ($704,000) of the project cost will be funded with State funds. The sponsor estimates the project can be awarded in February 3, 2011.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • Using 2008 information in NOACA’s RPMS, the section on SR-283 in Lake County - Eastlake, Timberlake and Lakeline, would have a deteriorated PCR value between 65 and 74 (fair condition) in July 2011. NOACA’s RPMS recommends that reactive maintenance occur on this section of SR-283 (an example of reactive maintenance is a thin asphalt overlay), at an estimated cost of $262,000.
  • Using 2008 information in NOACA’s RPMS, the section on SR-43 in Geauga County would have a deteriorated PCR value of 71 (fair condition) in July 2011. NOACA’s RPMS recommends that reactive maintenance occur on this section of SR-43 (an example of reactive maintenance is a thin asphalt overlay).
  • Using 2008 information in NOACA’s RPMS, the section on I-90 in Cuyahoga County would have a deteriorated PCR value between 77 and 83 (good condition) in July 2011. NOACA’s RPMS recommends preventive maintenance occur on this section of I-90 (an example of preventive maintenance is crack sealing), at an estimated cost of $43,500.
