Governing Board Action: October 10, 2003
NOACA’s October 10 Governing Board meeting was held at the West Woods, a Geauga County Park District facility. This meeting concludes NOACA traveling summer meeting series and the November meeting will take place at the NOACA office in downtown Cleveland.
At the October meeting, members adopted a resolution of support for State home sewage legislation. This legislation will:
- Provide the Ohio Department of Health oversight of local health department sewage programs
- Direct a portion of the fees collected by local health departments to the Ohio Department of Health to fund state oversight of the program
- Modify the statutory definition to allow local health department permitting of home sewage systems of up to 2,500 gallons per day, and
- Allow the Public Health Council to develop new rules to reflect updates in home sewage technology
Board members approved eight applications for Ohio Great Lakes Coastal Restoration Grants submitted under the Intergovernmental Review (IGR) process from the Cities of Avon, Mentor, and Willoughby Hills; Lake Metroparks, Munson Township, North Coast Regional Council of Park District, Russell Township Park Commission and NOACA.
NOACA staff presented findings and recommendations of a study of SR-306 at US-422 in Bainbridge Township. The study identifies traffic congestion problems on SR-306 in the vicinity of the US-422 interchange and offers various solutions to reduce congestion. Staff also distributed a compact disk (CD) of the Agency’s transportation division Fiscal Year 2003 Overall Work Program Products.
