Oberlin-Elyria Road Resurfacing

 

The NOACA Governing Board approved the following projects for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2002-075 on December 13, 2002.

History/Background:
The Lorain County Board of Commissioners approved Resolution No. 02- 393 authorizing the county engineer to apply for federal aid for several proposed county road resurfacing projects.

Current Conditions:
Oberlin-Elyria Road varies from a two-lane (non-curbed, 24" pavement with 4' shoulders) to a four-lane (curbed, 50' pavement) road. It is functionally classified as a urban minor arterial. The average daily traffic is 4,800 vehicles per day with 5 percent trucks (2001 count). The posted speed limit varies from 45 to 55 mph. The existing right-of-way varies from 60 to 80 feet. Lorain County Transit (LCT) offers service (i.e. Routes 21 and 33) in the area. LCT also has a park and ride lot on Oberlin-Elyria Road.

Proposed Project:
This project involves planing and resurfacing approximately 2.77 miles of Oberlin-Elyria Road from Butternut Ridge Road to the Elyria south corporation line in Carlisle Township. Total construction cost is estimated to be $999,000. Eighty percent of the construction (C) cost ($799,200) will be funded with NOACA attributable Surface Transportation Program (STP) funds. The sponsor will apply for Ohio Public Works (OPWC) funds for the twenty percent non-federal share ($199,800). Construction is estimated to occur in SFY 2007

Staff Comment (Summary):

  • This project is infrastructure rehabilitation and is consistent with NOACA's planning principle for maintaining the existing system and transportation safety.
  • Construction should be coordinated with LCT.
  • This project is consistent with Lorain County Engineers' Annual Highway Condition Report, March 27, 2002.
  • Move for committee and public review in order to obtain comments.
