Traffic Signals in North Royalton

 

The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2001-020 on 03/09/01

History/Background:
The City of North Royalton constructed a traffic signal synchronization project for various intersections primarily along West 130th Street, York Road,  Ridge Road (SR-3),  State Road (SR-94),  Bennett Road and Royalton Road (SR-82) in July, 1997 (CUY SR-3 – 1.51: PID No. 11841). The sponsor is proposing additional signals, which were not included in the previous project. The sponsor is requesting NOACA-attributable funds.

Current Conditions:
Bennett Road, between Boston Road and Edgerton Road is functionally classified as a minor arterial and carries between 4,150 – 7,800 vehicles per day.  York Road, between Akins Road and Albion Road is functionally classified as collector (south of SR-82) and a minor arterial north of SR-82, carrying between 9,400 – 10,700 vehicles per day. Ridge Road, between Boston Road and SR-82, is functionally classified as a minor arterial, carrying between 3,650 –7,900 vehicles per day.  State Road, between Wiltshire Road to Sprague Road is functionally classified as a minor arterial, carrying between 3,250 – 11,850 vehicles per day.  GCRTA has fixed route service along each of these arterials.  The minority population was 2.3% in 1990.  The Poverty Index indicator was 581 persons below poverty level (2.5%) in 1990.

Proposed Project:
This project involves the installation of  traffic signals at the following locations:

Bennett Road and Drake Road;
York Road at Royalton Road (SR-82);
York Road and York Alpha Drive;
Ridge Road (SR-3) and Boston Road;
Ridge Road (SR-3) and Edgerton Road;
Ridge Road (SR-3) and North Royalton High School Drive Edgerton Road;
State Road (SR-94) and Edgerton Road;
State Road (SR-94) and Akins Road; and
State Road (SR-94) and Bunker Road.

The project also includes the installation of school flashers at the following locations:

Albion Elementary School (Albion Road  east of York Road);
Valley Vista Elementary School (Wallings Road east of State Road); and
St. Adelbert Elementary School (Wallings Road between Ridge Road and State Road)

These signals will be incorporated into the citywide project.  Eighty percent of the construction cost ($705,600) would be funded with NOACA-attributable funds.  The city of North Royalton will  provide the twenty percent  non-federal share of construction  ($176,400).   These signals will reduce the NOACA area mobile source (HC and NOx) emissions by 0.007  tons (14.7 pounds) per day.
