Title: Resurfacing North Ridge Road/Cooper Foster Park Road in Sheffield Township, Elyria Township and Lorain

History/Background:
The Lorain County Board of Commissioners approved Resolution No. 02-393 authorizing that the county engineer apply for federal aid for several proposed county road resurfacing projects.
Current Conditions:
North Ridge Road/Cooper Foster Park Road (CR-1) is a four-lane road. It is functionally classified as an urban minor arterial. The average daily traffic (ADT) on this section of North Ridge Road/Cooper Foster Park Road is 18,400 vehicles per day with 4.8 percent trucks (2001 count). The existing pavement width is fifty-four feet (54'). The sidewalks are four feet (4') wide. The existing right-of-way (RW) is eighty feet (80'). The posted speed limit is 45 miles per hour. Lorain County Transit (LCT) has fixed route service (i.e. 31) along North Ridge Road/ Cooper Foster Road. This route carries between 1,000 and 1,500 passengers per month.
Proposed Project:
This project involves planing and resurfacing 2.24 miles of North Ridge Road/Cooper Foster Park Road, from Broadway Avenue to SR-57 (Lorain Boulevard) in Sheffield Township, Elyria Township and Lorain. The total construction cost is estimated to be $746,300. Eighty percent of the construction (C) cost ($596,800) will be funded with NOACA attributable Surface Transportation Program (STP) funds. The sponsor will apply for Ohio Public Works (OPWC) funds for the twenty percent non-federal share ($149,200). Construction is expected to occur in SFY 2006.
Staff Comment (Summary):
- This project is infrastructure rehabilitation and adheres to NOACA's planning principles for preserving the existing system and maintaining transportation safety.
- LCT should be advised of the construction timeline.
- This project is in keeping with Lorain County Engineers' Annual Highway Condition Report, March 27, 2002.

Bicycle Advisory Council (BAC) Recommendation:
This section of road is categorized on the Lorain County Bicycle Map as "Not suitable for cyclists but there may not be any other route". The BAC recommends that the project sponsor stripe the inner lanes at 12' and provide for 15' wide curb lanes to provide some measure of safety for cyclists who must use the road (there are no alternatives for east-west travel).
