Nottingham/Dille Roads Railroad Grade Separation in Cleveland

 

The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2000-066 on 10/13/00.

History/Background:
The Nottingham/Dille Rd RR Grade Separation is listed in the Transportation Equity Act for the 21st Century legislation, Ohio Demonstration Projects, dated 7/24/98.  It is referenced in NOACA's Framework for Action 2025 Part 2 under Specific Actions to Improve Freight and Rail Transportation (pages 36 and 37).

The project has
funding commitments from several sources, including TEA-21 ($5,230,000), Ohio Rail Development Commission ($1,500,000) Norfolk and Southern Railroad ($750,000) and Cleveland G. O. Bonds ($150,000).
 

Current Conditions:
Nottingham Road/Dille Road is two-lane road with a 28-foot pavement width and 6 foot sidewalks. Pavement condition is poor. The approach roadway geometry is 13 degree skew with no height or weight restrictions.  Nottingham/Dille Road is functionally classified as an urban collector.  The average daily traffic (ADT) is 17,080 (1998 count). Nottingham Road/Dille Road does not carry any transit service.  There is transit service on contiguous (St. Clair Ave. and Euclid Ave.) arterials.   Land use along Nottingham/Dille Road consists of mixed commercial, service and light industry and residential.

Approximately 38 trains traverse this grade crossing daily. Based on information provided and staff calculations, the length of time for a train to traverse the crossing is about 2.5 minutes, causing a queue of about 148 vehicles on either side of the crossing (0.9 mile).  The amount of time needed to dissipate the queue and restore normal traffic movement is about 10 minutes.
 

Proposed Improvement:
Construct a railroad underpass, below the Norfolk and Southern (N&S) Railroad, from 0.09 mile north of Euclid Avenue to Redwood Avenue (approximately 0.29 mile).  The proposed bridge carrying the N&S tracks will be through girder, double track, ballasted deck bridge, single span; 214 feet (center to center of bearing) and will span the Nottingham Road/Dille Road right-of-way. The proposed pavement width is approximately 28 feet with 6-foot sidewalks (same as existing).

The estimated total project cost is $7,630,000, broken down as follows: preliminary engineering (PE) and $380,000; final design (FD) $550,000; right-of-way (RW) $1,600,000; and construction $5,077,000

The existing roadway will be kept during construction since the grade separation will be built on a yet to be determined alignment.  The project would initially be added to the supplemental highway and bikeway element of the SFY 2000 – 2003 Transportation Improvement Program (TIP).
 

Staff Assessment (Summary):

  • For a road with these characteristics, the Federal Highway Administration (FHWA) guidelines recommend 15' wide lanes to accommodate bike travel on the road.
  • Nottingham Road/Dille Road is part of NOACA's Congestion Management System (CMS) network.
  • The ADT (17,080) is considered high (relatively speaking).
  • The preferred alignment of Nottingham Road/Dille Road has not been selected.
  • Project development activities should provide an emission reduction estimate for NOACA's 2006 budget year, project opening day (year), project design year and NOACA's transportation plan year.  
  • Planning is incomplete. The sponsor has received RFPs (request for proposals) for "preliminary engineering analysis" to determine preferred alternatives, costs and environmental assessments.  To date, a contract has not been awarded.

Regional Transportation Investment Subcommittee Recommendations:
The high average daily traffic (17,080) may necessitate widening the roadway and its approaches to the underpass. The railroad overpass will span a wider opening and thus increase the estimated cost shown in the sponsor's application.

Bicycle Advisory Subcommittee Recommendations:
Requests that lanes under the underpass be 15' to accommodate bicyclists.
