Minor Rehabilitation on IR-480 in North Olmsted and Fairview Park

 

The NOACA Governing Board approved the following project for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2003-036 on June 13, 2003.

Title: Minor Rehabilitation on IR-480 in North Olmsted and Fairview Park

Proposed Source of Federal Funds: ODOT

History/Background:
This project is included in ODOT District 12’s SFY 2004 Pavement Program.

Current Conditions:
I-480 is functionally classified as an Interstate principal arterial. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) varies between from 46,700 to 72,650 vehicles per day (1996 count). GCRTA and Lorain County Transit (LCT) operate flyer service along this segment.

Proposed Project:
This project involves minor rehabilitation of approximately seven (7) miles of I-480, from the Lorain/Cuyahoga County line to the Rocky River Valley in North Olmsted and Fairview Park. Ninety percent ($9,999,000) of the construction (C) cost will be funded with Interstate Maintenance (IM) funds. ODOT will use toll revenue credit for the matching share ($1,111,000). This project is scheduled for an award date in November 2003.

Staff Comment (Summary):

  • This project meets NOACA’s Framework For Action 2025 Plan Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s “Access Ohio” Goal # 1 (System Preservation and Management).
  • ODOT might consider rehabilitation of the SR-252 interchange ramps along with the freeway mainline work.
  • GCRTA, NOMBL and LCT Freeway flyer transit service may be disrupted during construction.
  • Part of this project is located in one Urban Core Community, Fairview Park and serves another, Cleveland.
  • The project does not directly serve primary Environmental Justice (E.J.) populations, but indirectly serves secondary E.J. populations.
  • IR-480 is an important route for freight (trucks), paratransit operators, and commuters.
  • Move for committee and public review in order to obtain comments.
