History/Background:
The county engineer has been repairing and filling behind the existing retaining wall along Nickle Plate Diagonal Road for several years.  The Lorain County Engineer is proposes to replace the existing wall.

Current Conditions:
Nickle Plate Diagonal Road (CR-27) is a two-lane road.  It is functionally classified as a rural minor collector.  The average daily traffic (ADT) on this section of Nickle Plate Diagonal Road varies between 1,400 to 2,200 vehicles (1997 count).  The existing retaining wall is deteriorating and allowing the road to settle causing a safety hazard for the traveling public.

Proposed Project:
This project involves replacing 310 feet of a deteriorating sandstone retaining wall along Nickle Plate Diagonal Road, located approximately 2,800 feet north of Parsons Road, near a bend in the West Branch of the Black River, in Carlisle Township.  Approximately 500 feet of pavement will also be replaced and a new guardrail will be installed.  The total construction cost is estimated to be $477,300.  Eighty percent of the construction cost ($381,840) will be funded with County Engineers Association of Ohio (CEAO) administered federal Surface Transportation Program (C/STP) funds. The sponsor will use its Motor Vehicle Gas Tax proceeds or apply for Ohio Public Works (OPWC) funds for the twenty percent non-federal share. Construction is expected to occur in SFY 2003.

Staff Comment (Summary):
This project is an infrastructure replacement and is in keeping with NOACA's planning principle for maintaining the existing system and transportation safety.  Staff moves for committee and public review in order to obtain comments.
