History/Background: The City of Medina is the sponsor of a Safe, Accountable, Flexible, Efficient, and Transportation Equity Act of 2005 – a Legacy for Users (SAFETEA-LU) House High Priority Projects (HHPP) Earmark No. 1711 (North Huntington Street Improvements). On June 25, 2007, the City of Medina approved Resolution No. 121-07, authorizing the improvement of North Huntington Street (Phase 1) in the City of Medina. The sponsor states that the reconstruction of North Huntington Street has been identified as a high priority project by the City of Medina’s pavement management system. The proposed project (Phase 1 – West Reagan Parkway to Highland Drive) is the first of a three-phase reconstruction program. Phase 2 will extend from Highland Drive to SR-18 (West Liberty Street). Phase 3 will begin at SR-18 to US-42 (Lafayette Road).

Current Conditions: North Huntington Street is functionally classified as an urban local road. The sponsor reports that North Huntington Street serves as the primary collector for the city’s west side, serving both residential and commercial/industrial districts. The sponsor reports the average daily traffic is 5,800 vehicles per day with about 1 percent trucks (2001). The legal speed limit is 25 miles per hour. North Huntington Street is a two-lane facility with an existing pavement width of 24 feet. The lanes are 12 feet wide and the sidewalks are four feet wide. The width of the existing right-of-way is 60 feet.

Proposed Project: The proposed project involves reconstructing approximately 0.49 mile of North Huntington Street, from approximately 200 feet south of West Reagan Parkway to Highland Drive, in Medina. The work will include the removal/replacement of the existing concrete pavement, the removal /replacement and installation of new storm sewer and storm structures, the removal /replacement of portions of the existing curb ramps and existing driveway aprons; landscaping and seeding. The estimated total cost, provided by the sponsor, is $1,290,096. The earmark total is $1,088,000. An obligation limit of 91 percent ($990,080) has been applied to the earmark total. Therefore, anything over $990,080 is the responsibility of the sponsor. The sponsor intends to administer the contract.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • The sponsor must provide for all costs over the obligation limit.
  • Advance to committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2006 pavement condition rating (PCR) is 64 (Fair-Poor) and is projected to be 57 (Fair-Poor) in 2008.

Committee Review:

Bicycle Advisory Council (BAC):
  • This section of N. Huntington Road is categorized as for cyclists with intermediate skills on the Medina County Bike Transportation Map. There are very large areas of tree lawn on both sides of this section of N. Huntington between the sidewalk and the road. It could easily accommodate a bikeway of some sort. However, just south of this section, beginning at Homestead Street, the road profile changes and there is only a small area between the sidewalk and road. Because of the roadway narrowing just south of this project, it wouldn’t be advisable to construct a multiuse path that would end abruptly and bicyclists would have to change to riding in the street. Therefore, provide 15’ wide lanes, which would increase safety for cyclists.
