History/Background: On September 9, 2008, the Board of County Commissioners, Geauga County, Ohio approved Resolution No. 08-131, to improve section A of Nauvoo Road (CH-41) in Middlefield Township.

Current Conditions: Nauvoo Road is a two-lane facility with lanes 11 feet wide and paved asphalt shoulders, ½ foot and 4 feet wide. Nauvoo Road, from SR-608 (Old State Road) to SR-528 (Madison Road) is functionally classified as rural major collector. The speed limit is 45 miles per hour. The average daily traffic is 3,500 vehicles per day with 3.1 percent trucks (2008 traffic count). The sponsor reports Nauvoo Road has many pedestrian users.

Proposed Project: This project involves reconstructing the pavement and resurfacing the shoulders along 1.45 miles of Nauvoo Road, from SR-608 to SR-528, in Middlefield Township (location map). The estimated construction cost is $890,000. According to the sponsor, they have secured $400,000 in funding from the Ohio Public Works Commission (OPWC). The sponsor requests $490,000 of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The county engineer will request to administer the project following local standards. The project is designed and can be ready to construct by summer 2009.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • The proposed project is also on NOACA’s Tier 2 list of projects for funding made available through the American Recovery and Reinvestment Act (ARRA) of 2009. If ARRA funding is not available, the sponsor will pursue NOACA STP funds.
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • This project contains two pavement segments for which the 2008 pavement condition rating (PCR) varies between 70 and 72. The deteriorated PCR is between 67 and 69. The RPMS recommends reactive maintenance. The Geauga County Engineer is performing more extensive repairs.
  • If possible, restripe to create equal paved shoulders.
