Title: Mill & Fill on I-71 in Cleveland, Linndale and Brooklyn

Proposed Source of Federal Funds: Ohio Department of Transportation (ODOT)
History/Background: This project is included in ODOT District 12’s SFY 2009 Pavement Program.
Current Conditions: I-71 is functionally classified as an interstate. The legal speed limit is 55 miles per hour. The average daily traffic varies.
Proposed Project: This project involves mill and fill along 4.48 miles of I-71, from north of I-480 to the Brooklyn corporation line in the cities of Cleveland, Linndale and Brooklyn. Ninety percent ($2,970,000) of the construction (C) cost will be funded from ODOT’s District pavement allocation of Interstate Maintenance (IM) funds. ODOT will fund the ten percent ($330,000) non-federal share. This project has an estimated award date of January 1, 2009.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
- Recommend for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- In 2006, pavement condition ratings (PCRs) on this stretch of I-71 ranged from 81-83. In 2009, PCRs along this stretch of I-71 are projected to be between 72 and 74.
- This segment carries a total of 72 buses in both directions (36 north and 36 south) from three GCRTA routes (#51F, #86F, and #263).
