The Governing Board approved the following project for inclusion in the TIP by adopting Resolution No. 2000-066 on 10/13/00.

Sponsor: Cleveland Metroparks
Estimated Total Cost: $1,451,500
Proposed Source of Federal Funds: NOACA and ODOT

History/Background:
The sponsor has applied for Transportation Enhancement/Bicycle funding, through ODOT,  in past years for this project, but was unsuccessful. The sponsor made an informational presentation of the proposed project to NOACA's Regional Transportation Investment Subcommittee (RTIS) and Transportation Advisory Committee (TAC). Based on these presentations the project was conditionally included in the SFY 2001 TIP Priority List/Obligation Management Strategy (contingent upon successful completion of the planning review process).

In addition to their financial contribution ($601,500), the Cleveland Metropark's has funding commitments from Slavic Village Development Corporation ($99,500), the City of Cleveland's "Norfolk-Southern Fund" ($200,000) and City of Cleveland Streets Program ($50,500).  The sponsor requested $500,000 of NOACA controlled Surface Transportation Program Enhancement (E/STP) funds.
The sponsor has also recently applied to ODOT's Statewide Bicycle/Enhancement Program for approximately $100,000 in funds to eliminate the local contribution by the Slavic Village Development Corporation.

Current Conditions:
The Broadway-Miles-Warner-Turney rotary/intersection links the South Broadway, Miles Park and Warner-Turney neighborhoods. Approximately 10,000 people reside within the immediate area served by these arterials. The northern portion of the project are is zoned semi-industry. The southern portion is zoned single family.

Proposed Improvement:
The proposed project involves the construction of a 10 foot wide paved asphalt bicycle and pedestrian trail facility (approximately 1,500 feet in length), which will begin at an existing 3.3 mile shared-use path in Cleveland Metropark's Garfield Park Reservation, south of Goodman Avenue.

The trail will follow along between Turney Road and Mill Creek, across Warner Road and continue along the west side of Mill Creek, east of Webb Terrace.  The project includes the construction of waterfall observation decks located at the top of Mill Creek Falls.

The project also involves improvements to the Warner Road/Turney Road intersection, which consist of reducing the width of Warner Road, realigning Webb Terrace with Warner Road, installing a pedestrian activated traffic signal at the intersection and crosswalks at Warner Road and Webb Terrace.

The project cost is estimated to be $1,451,500.

Staff Assessment Summary

  • The project has been conditionally approved for the SFY 2001 TIP Priority List.  As such, the $500,000 share of NOACA-attributable federal funds (E/STP-M) is a not to be exceeded amount.

The BASC recommends adding this project to the TIP.   It connects with the Metropark's 3.3 mile path in Garfield Park Reservation and is proposed to eventually hook up with the Ohio and Erie Canal Trail, thereby connecting into the entire Towpath Trail system.
