The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan and in the Transportation Improvement Program (TIP) by adopting Resolution No. 2004-029 on June 11, 2004.
Title: Resurfacing Mentor Road (CH-5), in Chardon Twp

History/Background:
This section of Mentor Road was last improved in 1997. The Geauga County Board of Commissioners has reviewed this project in open session.
Current Conditions:
Mentor Road is functionally classified as an urban collector. It is a two-lane facility with lanes 11 feet wide. The legal speed limit is 45 miles per hour (mph). The average daily traffic (ADT) is 4,600 vehicles per day with about 2.2% trucks.
Proposed Project:
This project involves resurfacing the existing asphalt pavement on 4.82 miles of Mentor Road, from the Lake County/Geauga County Line to SR-44 in Chardon Township. The proposed pavement width will remain eleven (11) feet with two (2) feet wide paved shoulders.
Eighty percent ($480,000) of the construction (C) cost can be funded with NOACA-attributable Surface Transportation Program (STP) funds. The Geauga County Engineer will provide the non-federal share of construction ($120,000). The Preliminary engineering (PE) and right-of-way (RW) costs will be borne by the sponsor. The Geauga County Engineer staff will design the project. The county engineer will request to administer the project following local standards. The project will be designed and ready to construct for the summer of 2007.

This section of the roadway is categorized as for cyclists with intermediate skills on the Geauga County Bike Transportation Map.
This project will not serve Urban Core or Environmental Justice (EJ) target populations.
Chagrin River crossing raises watershed issues. The Chagrin is a scenic river, therefore, avoid, minimize or mitigate temporary and/or permanent negative impact on the river and its related environs by ecosystem-sensitive construction techniques. Explore the feasibility of correcting existing watershed problems created by the original design and/or placement of the transportation facility.
