Title: Preventive Maintenance along US-42/US-224 in Medina County

History/Background: This project is included in ODOT District 3’s SFY 2012 Preventive Maintenance Program.
Current Conditions: US-42/US-224 is functionally classified a principal arterial.
Proposed Project: This project involves preventive maintenance surface treatments along 10.77 miles of US-42/US-224, from approximately 1/4 of a mile south of SR-421 to US-42 (Lafayette Road) and along US-224, from US-42 to I-76, in Harrisville Township, Westfield Township and Westfield Village (location map). The estimated construction cost is $2,422,108. Eighty percent ($1,937,686) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. Twenty percent ($484,422) of the construction cost will funded by ODOT.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- In 2008, the pavement condition rating (PCR) on US-42 ranged between 72 - 85 (fair to good condition). For construction year 2012 the RPMS (Regional Pavement Management System) predicts the PCR to range between 59 – 71 (fair to poor, to fair condition). The RPMS also recommends reactive maintenance over most of this segment (resurfacing) and on some small portions of US-42 major rehabilitation is recommended.
- In 2008, the PCR on US-224 ranged between 75 - 86 (good condition). For construction year 2012 the RPMS predicts the PCR will range between 59 – 72 (fair to poor, to fair condition). The RPMS also recommends reactive maintenance over most of this segment (resurfacing) and on some small portions of US-224 major rehabilitation is recommended.
- The existing eight-foot paved shoulders accommodate most bicyclists.
