Title: West Smith Road Reconstruction in Medina

History/Background: The City of Medina is the recipient of a fiscal year 2006 Department of Transportation, Treasury and Housing and Urban development appropriation. On June 25, 2007, the City of Medina approved Resolution No. 121-07, authorizing the improvement of West Smith Road (Phase 1) in the City of Medina. The sponsor states that the reconstruction of West Smith Road has been identified as a high priority project by the City of Medina’s pavement management system. The proposed project (Phase 1 – Sate Road to Wheeling & Lake Erie Railroad - W&LE RR) is the first of a two phase reconstruction program. Phase 2 will extend from the W&LE RR to Lake Road.
Current Conditions: West Smith Road is functionally classified as an urban collector. The sponsor reports that West Smith Road serves as the primary collector for the city’s industrial west side. The sponsor also states that West Smith Road is an extremely important part of the city’s transportation system as it serves many large industrial operations and provides access to both SR-18 and US-42 (via Lake Road). The sponsor reports the average daily traffic is 8,477 vehicles per day with about 11 percent trucks (2001). The legal speed limit is 35 miles per hour. West Smith Road is a two-lane facility with an existing pavement width of 28 feet. The lanes are 14 feet wide. A 12-foot wide turn lane exists at State Road. The sidewalks (where they exist) are four feet wide. The width of the existing right-of-way is 60 feet.
Proposed Project: The proposed project involves reconstructing approximately 0.40 mile of West Smith Road, from State Road to W&LE RR, in Medina. The work will include the removal and replacement of the existing concrete pavement; the removal/ replacement and installation of new storm sewer and storm structures; the removal /replacement of the existing curb ramps; the removal /replacement of portions of the existing drive aprons; landscaping, and seeding. According to the sponsor, current plans indicate two through lanes, 14 feet wide and a designated turn lane, at the State Road intersection, 12 feet wide. The estimated total cost, provided by the sponsor, is $1,248,000. The estimated cost reflects $175,000 in right-of-way (RW) and $1,073,000 for construction (C). The amount of the appropriation is $750,000. Therefore, anything over $750,000 is the responsibility of the sponsor. The sponsor intends to administer the contract.

Regional Transportation System (RTS) Team:
- The 2006 pavement condition rating (PCR) is 39 (Very Poor) and the pavement software can’t rate any lower than a 39.
