The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan and in the Transportation Improvement Program (TIP) by adopting Resolution No. 2004-029 on June 11, 2004.

History/Background: Medina County Transit’s original state fiscal year (SFY) 2005 capital program is listed in the NOACA SFY 2004 – 2007 Transportation Improvement Program (dated May 14, 2003). Medina County Transit is modifying its 2005 program.
Current Conditions: Medina County Transit has three light transit vehicles (i.e. #s 2, 8 and 9) in its fleet that will be six years old. Each of these vehicles is gasoline powered, all steel construction and has had one round of corrosion related repairs performed under manufacturer’s warranty. Their current condition is good. Their expected condition is poor. The estimated mileage of vehicle #2 is 160,000, #8 is 179,665 and #9 is 176,491. The current fareboxes were donated by GCRTA in 1999. Medina County Transit has three computer work stations purchased in 2000.
The current communication system is a low band *45mhz) antenna to antenna transmission system. There have been transmission problems in the Wadsworth and Lodi areas of the County. As Medina County Transit’s service area widens, the transmission problems cause the dispatch to be out of touch with the vehicles in the area for several minutes each hour.
Due to anticipated growth of the system, Medina County Transit wants to add a support vehicle to allow more field supervision of the system.
Medina County Transit’s current facility was constructed in 1974 and serves as a storage and office facility only. It has no provision for maintaining the buses or cleaning the units indoors. The fleet size has expanded beyond the structure’s capacity. Electrical and mechanical portions of the building are in poor condition and in constant need of maintenance. There is no fire suppression system in the building and security is poor. Medina County Transit is requesting funding for building engineering and design.
Proposed Project: Medina County Transit’s 2005 capital program includes the purchase of three (3) light transit vehicles ($189,000), three (3) fare boxes ($1,800); three (3) computer work stations ($6,000), a communications system upgrade ($45,000), one (1) support vehicle minivan ($23,000) and facility engineering and design ($12,000).
