Title: Minor Rehabilitation of I-76 in Medina County

History/Background: This project is included in ODOT District 3’s SFY 2011 Pavement Program.
Current Conditions: I-76 is a four-lane divided highway. I-76 is functionally classified as a rural interstate principal arterial from River Styx Road to the Wadsworth west corporation line (WCL) and an urban interstate principal arterial from the Wadsworth WCL to the Medina/Summit County line. I-76 is two lanes in each direction with lanes 12 feet wide, inside shoulders four feet wide and outside shoulders ten feet wide. The pavement width is 38 feet (in each direction). The legal speed limit is 65 miles per hour. The average daily traffic is 48,280 vehicles per day with 19 percent trucks (2007 count).
Proposed Project: This project involves minor rehabilitation along five miles of I-76, from River Styx Road to the Medina/Summit County line, in Wadsworth Township and Wadsworth. The total construction cost is estimated to be $7,561,674. Ninety percent ($6,805,507) of the construction cost will be funded from the district’s Preservation (Highways & Bridges) Program. ODOT will fund the ten percent ($756,167) non-federal share. The project has an estimated award date of October 1, 2010.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal # 4 (System Preservation).
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- According to NOACA’s Regional Pavement Management System, this section of I-76 has projected pavement condition ratings (PCRs) of 76-86 (good condition) for 2008. Projected PCRs for 2011 are 66-76 (fair condition).
Intergovernmental Review and Consultation (IGRC):
"This project is of great importance to those who regularly travel the
I-76 corridor through Medina County. The road surface is deteriorating rapidly and is full of potholes and problems at this time. Every effort should be made to move this project forward as quickly as possible." - Medina County Park District
