Governing Board Action: March 14, 2003

At today’s monthly NOACA Governing Board meeting, members endorsed the statewide transportation financing plan proposed by Ohio Governor Bob Taft. The plan proposes a six-cent per gallon increase in the state gas tax to generate funds for rehabilitating Ohio’s aging roadway system. In addition, the plan calls for a $5 increase in drivers’ license and vehicle registration fees, and a $15 increase in auto title transaction fees.

“This plan will do a lot of good for Northeast Ohio,” noted Ohio Department of Transportation District 12 Director David Coyle. “The tax will generate about $402 million annually for Ohio, with $250 million allocated for major/new investments. This will help us implement major projects like the Euclid Corridor Transportation Project, Innerbelt reconstruction, lakefront improvement and the I-77 widening south of I-480.”

Board members also amended the State Fiscal Year 2002-2005 Transportation Improvement Program (TIP) to include the following projects:

  • CSX Railroad Grade Separation on SR-252 (Columbia Road) in Olmsted Falls
  • Claridon Troy Road resurfacing from the Burton Village line to Taylor Wells Road in Burton Township
  • Installing and/or Replacing Guardrails along various county roads in Geauga County
  • Munn Road resurfacing from Washington Street to Stafford Road in Auburn Township
  • Old State Road resurfacing from Nash Road to Madison Road in Parkman Township and Middlefield Townships
  • Installing pavement markings on various county roads in Geauga County
  • Traffic Signal Improvements along SR-91, SR-283 and SR-640 in Eastlake
  • Traffic Signal Improvements along SR-306, in Kirtland, Willoughby and Mentor
  • US-6 resurfacing from Lake Avenue to the Main Avenue in Cleveland
Board members also approved the following grant requests submitted under Intergovernmental Review:
  • Northeast Ohio Regional Sewer District request for a $3,000,000 Water Pollution Control Loan Fund Program grant from US EPA to construct the intercommunity relief sewer serving the communities of Mayfield Heights and Gates Mills Village.
  • City of Lorain request for a $4,693,560 Water Pollution Control Loan Fund Program grant from US EPA to improve sanitary and storm sewer facilities on and around Cooper-Foster Park Road.
