Preventive Maintenance on I-90 in Cleveland

History/Background: This project is included in ODOT District 12’s Priority System Preventive Maintenance Program.

Current Conditions: I-90 is functionally classified as an urban interstate. The legal speed limit is 60 miles per hour. The average daily traffic is 124,500 vehicles per day (NOACA Cuyahoga County Highway Traffic Counts, published December 2004).

Proposed Project: This project involves preventive maintenance along 1.91 miles of I-90, from the Innerbelt Curve to east of East 55th Street, in Cleveland (location map). The total construction cost is estimated at $1,190,000. Ninety percent ($1,071,000) of the construction cost will be funded from district’s Preservation (highways & bridges) Program. ODOT will fund the twenty percent ($119,000) non-federal share. The project’s estimated award date is February 11, 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System, and ODOT’s Access Ohio 2004 - 2030 Goal#4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • This section of I-90 is operating at Level-of-Service (LOS) “F”. The Volume-to-Capacity (V/C) Ratio = 1.155.
  • 2008 pavement condition ratings (PCR) on I-90 range between 78 - 87 (good condition).
  • In July 2010, when construction is scheduled, the deteriorated PCR will range between 72 - 81 (fair to good condition). NOACA's Regional Pavement Management System (RPMS) recommends preventative maintenance over most of this segment of I-90.
  • This section of I-90 carries a total of 141 (70 eastbound and 71 westbound) average weekday buses from GCRTA route numbers 39/39F, 239 and Laketran route numbers 10,11, 12, 13 and 14.
