Bridge Maintenance on I-90 in Cleveland

History/Background: This project is included in ODOT District 12’s 2009 Major Bridge Program.

Current Conditions: I-90 is functionally classified as an urban principal arterial interstate. The legal speed limit is 55 miles per hour (mph). The average daily traffic (ADT) is 134,650 vehicles per day (1996 count). GCRTA operates flyer service along this segment.

Proposed Project: This project involves zone painting under joints of the I-90 (Innerbelt) Bridge in Cleveland. The estimated total construction cost of the project is $10,000,000. Ninety percent ($9,000,000) of the cost will be funded with Major Bridge funds. ODOT will fund the ten-percent ($1,000,000) non-federal share. This project has an estimated award date of January 1, 2009.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project meets NOACA’s Connections 2030 Goal # 3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio Goal # 1 (System Preservation and Management).
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The protective coating system (PCS) rating on this bridge is 3. Based on ODOT‘s criteria, this means that between 20% to 30% of the coating system has failed. This bridge is a candidate for total recoating.
  • I-90 carries a total of 267 buses (133 north / 134 south) on 11 GCRTA routes (20, 135, 145, 246, 49, 51F, 51X, 86F, 87F, 96F, 263).

  • Again, many of the Lorain County residents use this road systems as the commute to work and for after hours entertainment purposes. Lorain County supports this maintenance work. - Lorain County
