History/Background:  Ordinances of cooperation and consent were adopted by the Village of Mayfield (2004-034 on 7/19/04), the of Cities of Highland Heights (024-2004 on 7/27/04), Lyndhurst (2004-075 on 12/20/04) and Mayfield Heights (2005-002 on 7/19/04) with Cuyahoga County Board of Commissioners to cooperate with the Cuyahoga County Engineer and the Ohio Department of Transportation (ODOT) for improvements on Ridgebury Boulevard.

Current Conditions: Ridgebury Boulevard (CR-54) is a two-lane road with a pavement width of twenty-seven feet (27’). The width of the existing right-of-way (RW) is eighty feet (80’). The average daily traffic (ADT) on Ridgebury Boulevard is 8,900 vehicles per day (CCE count). The posted speed limit is 35 miles per hour.

Proposed Project: This project involves repair and resurfacing 2.94 miles of Ridgebury Boulevard, from Richmond Road (SR-175) to SR-91 (S.O.M. Center Road) in Lyndhurst, Highland Heights, Mayfield Village and Mayfield Heights. The work includes removing and replacing the deteriorated three inch (3”) asphalt concrete wearing surface, minor repair to existing reinforced concrete base and integral curb, and removal/replacement of non-ADA (Americans with Disabilities) compliant curb ramps. The total construction cost is estimated to be $2,200,000. Eighty percent of the construction (C) cost ($1,760,000) can be funded with NOACA-attributable Surface Transportation Program (STP) funds. The Cuyahoga County Engineer and communities will provide the twenty percent (20%) non-federal match ($440,000).

Staff Comment (Summary):
TIP Team:

Ridgebury Boulevard was reclassified from an urban collector to a local road. However, the Federal Highway Administration (FHWA) has indicated that a road that was on the Federal Aid System prior to ISTEA (the Intermodal Surface Transportation Efficiency Act), but was removed subsequent to ISTEA, has "grandfathered" eligibility for funding. For a project on such a road to be funded, the FHWA Division would have to first make a determination that the road, in fact, met the criteria.

The Plan/Forecast Team:

  • Recommend this project go to the Regional Transportation Investment Subcommittee (RTIS) and Transportation Advisory Committee (TAC) for consideration.
  • All four communities signed the County Engineer’s agreement that includes a Storm Water Phase 2 compliance clause.
Regional Transportation System (RTS) Team: This road provides 2 lanes of ~13.5 feet, which for the speed and volume of traffic on the road can accommodate intermediate and experienced cyclists.
