Title: Bridge Deck Replacement on Leroy-Thompson Road in Leroy Township

History/Background: On November 25, 2008, the Board of County Commissioners, Lake County, Ohio approved a Resolution authorizing the Board of Lake County Commissioners to pursue federal-aid funding for the rehabilitation of the Leroy-Thompson Road Bridge in Leroy Township, Ohio. The Leroy-Thompson Road Bridge is listed in the County Engineers Association of Ohio (CEAO) FY 2008 – 2013 local bridge (LBR) program for construction in calendar year 2014.
Current Conditions: Leroy-Thompson Road is functionally classified as a rural local road. The sponsor reports the bridge on Leroy-Thompson Road is structurally deficient. The bridge is a two-lane facility with lanes ten feet wide. The speed limit is 45 miles per hour. The average daily traffic on Leroy-Thompson Road is 1,150 vehicles per day with three percent trucks.
Proposed Project: The project involves the replacing the deck of a bridge on Leroy-Thompson Road, over Phelps Creek, in Leroy Township. The sponsor reports that the BR-86 bridge inspection report (annual bridge inspections are a management tool used to develop bridge project work) indicates the major components (abutments excepted) have served their useful life. According to the sponsor, the work will involve minimal sight distance clearing. The bridge will be two 11 foot wide lanes with three foot paved shoulders. The project length is approximately 500 feet. The proposed project’s estimated total cost is $619,000. The estimated cost of right-of-way is $7,000, to be funded locally. The estimated construction cost is $612,000. Eighty percent ($489,600) of the construction (C) cost will be funded with CEAO LBR funds. The sponsor will provide the remaining share ($122,400). CEAO has programmed construction for calendar year 2014.
Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
- This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
- Best available practices should be used to avoid water quality degradation in Phelps Creek during and after construction.
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- The general appraisal rating is 4 (poor) and the sufficiency rating is 43 out of 100.
- This section of Leroy-Thompson Road is categorized for intermediate cyclists on the Lake County Bike Transportation Map. This project would increase the lanes by 1’ each and have 3’ paved shoulders. With the low average daily traffic on this roadway, these improvements would improve accommodation for bicyclists and it would probably be re-categorized for bicyclists with basic skills.
