History/Background: On January 19, 2010, the Board of County Commissioners, Medina County, Ohio adopted Public Convenience and Welfare Resolution No. 10-0032 to improve Lake Road (CH-19) from Greenwich Road to Kennard Road in Westfield Township.

Current Conditions: Lake Road is functionally classified as a rural major collector. The sponsor reports that Lake Road, located in the south central area of Medina County, is an important link between US-224 and the City of Medina. Lake Road is a two-lane facility. The existing pavement is 21 feet wide with lanes that are 10.5 feet wide, and aggregate shoulders. According to the sponsor, the project is needed because of the deteriorated condition of the existing pavement. The average daily traffic is 3,600 vehicles per day with 0.5 percent trucks. The speed limit is 35 miles per hour (mph), from Greenwich Road to 0.70 mile north of Greenwich Road, and 55mph, from 0.70 mile north of Greenwich Road to Kennard Road.

Proposed Project: This project involves rehabilitation and resurfacing along 1.38 miles of Lake Road from Greenwich Road to Kennard Road in Westfield Township (location map). The work includes full depth pavement repairs, resurfacing the existing pavement with three inches of asphalt concrete and providing aggregate shoulders. According to the sponsor, the proximity of the roadside ditches makes impractical to provide paved shoulders. The road will remain a two-lane facility. The proposed pavement width is 22 feet, with lanes 11 feet wide and aggregate shoulders. The sponsor reports that project will not include resurfacing approximately 1,600 feet of concrete pavement recently constructed in the area of the US-224/Lake Road intersection. The estimated total cost, provided by the sponsor, is $787,000. The sponsor requests that eighty percent ($629,600) of the construction cost be funded with NOACA-attributable Surface Transportation Program (STP) funds. The sponsor will provide the non-federal share ($157,400) of the construction cost. The sponsor intends to administer and develop the project under the ODOT local let LPA process. According to the sponsor, the project can be designed and ready to construct in 2013.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • 2008 RPMS data shows a pavement condition rating (PCR) ranging between 81 and 98 (good to very good condition) on the portion of Lake Road (CR-19) between Greenwich Road and US-224. On the portion of Lake Road between US-224 and Kennard Road the PCRs range between 64 and 66 (fair to fair to poor condition). In 2013 (the year of construction) NOACA’s RPMS predicts a deteriorated PCR rating of 63 (fair to poor condition) on a section of Lake Road from Greenwich Road north for 0.13 miles and recommends major rehabilitation on this small segment of roadway. From that point (0.13 miles north of Greenwich Road) to US-224 the RPMS predicts a deteriorated PCR of 86 (good condition) and recommends preventive maintenance (crack sealing). On the part of this project from US-224 to Kennard Road, the RMPS predicts a deteriorated PCR between 50 and 51 (poor condition) and recommends major rehabilitation on this section of Lake Road. The RPMS estimates the cost of reconstruction and resurfacing to be $863,000.
