SR-44 Preventive Maintenance in Lake County

History/Background: This project is included in ODOT District 12’s 2009 District Pavement Program.

Current Conditions: SR-44 (Heisley Road) is functionally classified as an urban principal arterial. SR-44 is a four-lane facility with a pavement width of 48 feet. The average daily traffic (ADT) is 21,240 vehicles per day with 12 percent trucks. The posted speed limit is 60 miles per hour.

Proposed Project: The project involves preventive maintenance on 4.93 miles of SR-44, from north of SR-84 to Headlands Road, in Concord and Painesville Townships, Painesville, Mentor and Grand River. The estimated construction cost is $1,430,000. Eighty percent of the construction cost ($1,144,000) will be funded with State Surface Transportation Program (S/STP) funds. ODOT will fund twenty percent of the construction cost ($286,000). The project is expected to be awarded in July 2008.

Staff Comment (Summary):
Transportation Improvement Program (TIP) Team:
  • This project was previously portrayed in SFY 2006 – 2009 TIP, dated May 13, 2005, utilizing 100% State funds and with a total cost of $990,000.
  • The proposed improvement meets Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA’s Connections 2030 and Goal #1 (System Preservation and Management) of ODOT’s Access Ohio.
  • Move for committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • The 2006 pavement condition rating (PCR) is between 89 and 95 (Very Good-Good) and in 2009 is projected to be 79-86 (Fair to Good).

Committee Review:

Bicycle Advisory Council (BAC):
  • This section of Heisley Road is categorized as not suitable for bicyclists but there may be no alternate route on the Lake County Bike Transportation Map. Staff notes that the section north of SR-2 is significantly different than the section south of SR-2. The northern section has an ADT of only 3,300, a 50 mph speed limit, and 10’ paved shoulders. The “not suitable” designation will be reconsidered for Heisley north of SR-2 when the Lake County Bike Map is updated. The northern portion also provides access to Mentor Headlands State Park. For this project, the recommendation is to add "Share the Road" signs along the northern section.
Regional Transportation Investment Subcommittee (RTIS)/Transportation Advisory Committee (TAC):
