Title: Resurface Lake Road in Medina County
Sponsor: Medina County Engineer

History/Background: On April 27, 2009, the Board of County Commissioners, Medina County, Ohio adopted Resolution No. 09-0355 to improve Lake Road (CH-19) from the west leg of the Lake Road/Kennard Road intersection to Chippewa Road in Westfield and Lafayette Townships and Chippewa Lake and Gloria Glens Villages. Ordinance Nos. 2009-06 and 678-09, authorizing the Mayors of Gloria Glens Park Village and Chippewa Lake Village, respectively, to enter into agreements of cooperation for the resurfacing of Lake Road, from Kennard Road to Chippewa Road in Medina County, with the Board of County Commissioners, were adopted on May 6, 2009 and May 18, 2009. The Board of County Commissioners entered into agreements with Chippewa Lake Village and Gloria Glens Park, on May 18th 2009 and May 27, 2009, respectively.
Current Conditions: Lake Road is functionally classified as an urban collector. Lake Road is a two-lane facility. The existing pavement is 21 feet wide with lanes, 10.5 feet wide and aggregate shoulders, two feet wide. The average daily traffic is 3,691 vehicles per day with one percent trucks (2008 count). The speed limit is 55 miles per hour (mph), from Kennard Road to the Gloria Glens south village line and 35 mph from the Gloria Glens south village line to Chippewa Road. According to the sponsor, the project is needed because of the deteriorated condition of the existing pavement. The sponsor reports that Lake Road serves the south central area of Medina County. The sponsor also reports that Lake Road, including the portion to be improved by this project, is an important link between US-224 and the City of Medina.
Proposed Project: This project involves resurfacing the existing pavement along 2.40 miles of Lake Road, from Kennard Road (CH-79) to Chippewa Road (CH-50) in Westfield Township, Gloria Glens Park Village, Lafayette Township and Chippewa Lake Village (location map). The work includes making full depth flexible pavement repairs where necessary, resurfacing the existing pavement with three inches of asphalt concrete and providing aggregate shoulders.
According to the sponsor, the proximity of the roadside ditches makes it impractical to provide paved shoulders. The road will remain a two-lane facility. The proposed pavement is 22 feet, with lanes 11 feet wide and aggregate shoulders, three feet wide. The estimated total cost, provided by the sponsor, is $1,220,000. The sponsor requests that eighty percent ($976,000) of the construction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The Medina County Engineer will provide the non-federal share ($244,000) of construction cost. According to the sponsor, the project can be designed and ready to construct in 2011.

- This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation)..
- Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
- 2008 pavement condition ratings (PCR) on Lake Road range between 66 - 71 (fair condition). In 2011, when construction is scheduled, the deteriorated PCR will range between 56 - 60 fair/poor condition. NOACA's Regional Pavement Management System (RPMS) recommends that major rehabilitation occur on Lake Road.

"As a representative to TAC and Medina County’s Economic Development Director, I would like to emphasize the importance of this project to Medina County. Lake Road runs through the heart of a newly-created Community Reinvestment Area property tax abatement zone in Lafayette Township, and the county anticipates that the level of economic activity over the next two years will significantly increase due to a major hotel and conference complex that is planned for the area. This will greatly increase the importance of Lake Road as a thoroughfare for traffic coming into the area from not only the immediate region, but from surrounding states." - Medina County Economic Development Corporation
