History/Background: The Lake County Engineer and the Madison Township Trustees combined to talk to local residents and business owners who were concerned about the failed road surface and drainage problems on Lake Road (CH-30). On November 14, 2004, the Lake County Engineer’s Office held a public meeting at the Madison Township Hall, in Madison, Ohio to discuss proposed improvements to Lake Road and Lake Road East. Issues for discussion included maintenance of traffic, project scheduling, home access and possible right-of-way. There were a total of three open meetings at the township hall prior to and during the design process. The Lake County Engineer reports that they reviewed their maintenance records and obtained traffic counts from which it was determined that reconstruction was the only cost effective way to proceed with improvements. On March 5, 2009, the Board of County Commissioners adopted a resolution authorizing the Lake County Board of Commissioners to pursue Federal Stimulus funding for the Lake Road improvements in Madison Township.

Current Conditions: Lake Road is functionally classified as an urban collector. Lake Road is a two-lane facility with a pavement width of 20 feet (with ditches on each side). The width of the existing right-of-way is 60 feet. The average daily traffic is 3,000 vehicles per day (2005). The posted speed limit is 35 miles per hour (mph). The sponsor reports that the existing area is a converted cottage area that dates back to the early 20th century with small lots, frequent intersections and very old utilities.

Proposed Project: The proposed project involves reconstructing 0.87 mile of Lake Road, from Hubbard Road to Bennett Road, in Madison Township (location map). The proposed pavement width is 26 feet, face/face of curb with over-the-curb drainage. Additionally, the work will include replacing the existing undersized storm drainage, repairing and/or replacing portions of the existing sanitary sewer, and replacing the existing water main. The sponsor states that the proposed project will provide a wider curbed road with improved drainage requiring less maintenance and safe passage that will serve areas of Madison Township, north of US-20 (North Ridge Road). The estimated total cost, provided by the sponsor, is $5,050,000. Of this amount, $3,500,000 is estimated for the road reconstruction component of the project. The estimated cost of right-of-way (RW) is $50,000. According to the sponsor, the remaining $1,500,000 is related to the sewer work. The sponsor requests that eighty percent ($2,800,000) of the road reconstruction cost be funded with NOACA-administered Surface Transportation Program (STP) funds. The sponsor will fund the non-federal share of construction ($700,000) and the RW costs ($50,000).

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation).
  • The proposed project is also listed in NOACA’s Tier 2 list of projects for funding made available through the American Recovery and Reinvestment Act (ARRA) of 2009. If ARRA funding is not available, the sponsor will pursue NOACA STP funds.
  • The sponsor should review the cost estimate at significant review stages of project design development.
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • 2008 pavement condition ratings (PCR) on Lake Road is 54 (poor condition). In 2010, when construction is scheduled, the deteriorated PCR will be 50 (poor condition). NOACA's Regional Pavement Management System (RPMS) recommends that major rehabilitation occur on Lake Road.
  • Lake Road carries five total average weekday buses from Laketran route number 4.

  • No comments; recommended for amendment to NOACA's Transportation Plan and TIP.

  • Keep the lanes at 10 feet and stripe a three-foot shoulder.

  • Asset Management Council (AMC):
  • The AMC agrees with the RPMS recommendation to perform major rehabilitation on this section of Lake Road.
