Lake Avenue/Elyria Avenue Resurfacing

 

The NOACA Governing Board approved the following projects for inclusion in the Transportation Improvement Program (TIP) by adopting Resolution No. 2002-075 on December 13, 2002.

Title: Resurfacing Lake Avenue/Elyria Avenue in Elyria and Sheffield Townships

Estimated Total Cost: $796,500
Proposed Source of Federal Funds: NOACA

History/Background:
The Lorain County Board of Commissioners approved Resolution No. 02- 393 authorizing the county engineer to apply for federal aid for several proposed county road resurfacing projects.

Current Conditions:
Lake Avenue/Elyria Avenue are non-curbed two lane roads. They are functionally classified as urban minor arterials. The average daily traffic on Lake Avenue/Elyria Avenue is 12,900 vehicles per day with 4 percent trucks (2001 count). The existing pavement width is twenty-two feet (22') with four foot (4') paved shoulders. The existing right-of-way is sixty feet (60').

Proposed Project:
This project involves planing and resurfacing approximately 0.75 mile of Lake Avenue, from Elyria Avenue to North Ridge Road (in Elyria Township) and approximately 1.23 miles of Elyria Avenue, from Lake Avenue to Clifton Avenue (in Elyria and Sheffield Township). Total construction cost is estimated to be $796,500. Eighty percent of the construction cost ($637,200) will be funded with NOACA attributable Surface Transportation Program (STP) funds. The sponsor will apply for Ohio Public Works (OPWC) funds for the twenty percent non-federal share ($159,300). Construction is estimated to occur in SFY 2005.

  • This project is infrastructure rehabilitation and is consistent with NOACA's planning principle for maintaining the existing system and transportation safety.
  • This project is consistent with Lorain County Engineers' Annual Highway Condition Report, March 27, 2002.
