Three Bridge Replacements in Lake County

 

The Governing Board approved the project planning review process for this project on March 8, 2002 by adopting Resolution 2002-022

Title: Bridge Replacements on Cunningham Road, Painesville-Ravenna Road and Pinehill Road in Lake County

History/Background:
The bridges have been approved for CEAO local bridge (LBR) program funds and selected for ODOT's Design-Build Program for construction in calendar year 2002.

Current Conditions:
Painesville-Ravenna Road is functionally classified as an urban collector. The average daily traffic (ADT) on Painesville-Ravenna Road is 4,650 vehicles per day  (1995 count). Cunningham Road and Pinehill Road are local roads.  Cunningham Road has an ADT of 372 vehicles per day (1996 count). Pinehill Road has an ADT of 400 (2001 count).  Approaches to the bridges do not have sidewalks.

Proposed Project:
This project involves the replacement of three (3) bridges: Cunningham Road over Arcola Creek in Madison Township ($340,000 estimated cost); Painesville-Ravenna Road over Kellogg Creek in Concord Township ($850,000 estimated cost); and Pinehill Road over Ellison Creek in Concord Township ($510,000 estimated cost). Each replacement will be constructed on the existing alignment. Sidewalks are not part of the project. A wider shoulder is proposed to accommodate pedestrians. One hundred percent ($1,700,000) of the construction (C) cost will be funded with CEAO LBR funds. Construction will be programmed for SFY 2003.

Staff Comment (Summary):

  • Project(s) are supportive of Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA's Framework for Action 2025 and Goals #1 (System Preservation and Management) and #3 (Cooperative Planning Process and Transportation Efficiency) of ODOT's Access Ohio.
  • Proper erosion and sediment control practices should be used during demolition and construction.
  • LAKETRAN fixed route service will not be affected. However, road closings may affect specialized transit service (dial-a-ride). Sponsor should coordinate with LAKETRAN.
  • In general, when barriers exist that limit access, it is especially important that bridges be designed to accommodate all bikes and pedestrians as well as motor vehicles.
  • More information will be sought and this project will be subject to further review by the Bike Advisory Subcommittee.
  • Move for committee and public review in order to obtain comments.

Painesville-Ravenna Road:
The proposed  16' lanes are more than adequate to accommodate experienced cyclists, and could accommodate lanes in the future if need be.

Cunningham Road:
The proposed 14' of pavement (12' lane plus 2 more feet of pavement over culverts) is adequate to accommodate cyclists.

Pinehill Road
The proposed 16' lanes are far beyond adequate accommodation for cyclists in a project with such low ADT, speed, etc.
