History/Background: Kirtland Road was last improved in 1995. The proposed project has been reviewed by the Geauga County Board of Commissioners in open session
Current Conditions: Kirtland Road is functionally classified as a urban collector. It is a two-lane facility with 11-foot wide lanes and 3 feet wide stabilized shoulders. The legal speed limit is 40 miles per hour (mph). The average daily traffic (ADT) is 2,820 vehicles per day. The accident rate is 0.20 accidents per million vehicle miles (1997 –1999).
Proposed Project: This project involves resurfacing the existing asphalt pavement on 1.62 miles of Kirtland Road, from the Geauga County line to US-6 (G.A.R. Highway) in Chardon Township. The pavement width will remain twenty-two (22) feet with three (3) feet wide stabilized shoulders.
Eighty percent ($280,000) of the construction (C) cost will be funded with Surface Transportation Program (STP) funds administered by NOACA. The non-federal share of construction ($70,000) will be provided by the Geauga County Engineer. Preliminary engineering (PE) and right-of-way (RW) costs will be borne by the sponsor. The project will be designed by county engineer staff and ready to construct for SFY 2005. The county engineer will request to administer the project following agreement with ODOT.
