Governing Board Action: July 9, 2004

The NOACA Governing Board held their July 9 meeting in Lorain County at Elyria City Hall. Elyria Mayor William M. Grace gave a brief presentation about the facility’s renovation and new addition.

Board members approved a resolution amending the regional Transportation Plan, Framework for Action 2025, and Transportation Improvement Program with projects generated by the Cleveland Innerbelt design concept and implementation strategy (adopted by the Innerbelt Scoping Committee in February), and SR-2 Major Investment Study recommendations. The Board approved the following projects for placement on Tier 1 of the Plan (all projects are in Cleveland unless otherwise noted):

  • Environmental documentation and preliminary development for I-71, from SR-176 to I-90; I-77, from East 30th Street to I-90; and I-90 from I-71 to SR-2
  • Reconstruct and widen I-90 from Superior Avenue to East 40th Street
  • Reconstruct and widen I-71 from SR-176 to I-90 and I-90 from I-71 to I-77
  • Replace CSX railroad bridge over East 55th Street
  • Study of a University Circle connector from East 55th Street to East 105th Street at Quincy Avenue
  • Study of a sub-area along the Cuyahoga River Valley from Harvard to River Avenues
  • Reconstruct SR-2 from Lake Road to Main Avenue
  • Reconstruct and modify points of access on I-90 from I-77 to Superior Avenue and I-77 from East 30th to I-90
  • Freeway Management System deployment on various routes and sections of interstate in Cuyahoga County
  • Reconstruct and widen Beidler Drive to Richmond Road in Willoughby, Mentor, Painesville Township and Painesville
Transportation Plan Tier 1 projects are those that are in an advanced stage of planning and have identified federal funding. The preliminary engineering and right-of-way phases for the reconstruction projects noted on the above list, as well as the University Circle Connector and Cuyahoga Valley sub-area studies, have also been programmed in the State Fiscal Years 2004 – 2007 Transportation Improvement Program (TIP) with approval of this resolution.

NOACA staff distributed the 2003 Black River Annual Report and presented some of the highlights from the report. The Black River’s water quality has been improving and the recent Ohio Department of Health lifting of the contact advisory for the river mouth is a positive step for the Black River Remedial Action Plan and City of Lorain.


Board members also toured the East Falls Riverwalk, a new pedestrian path, bridge and scenic overlook adjacent to the East Falls of the Black River in Elyria.
