Governing Board Action: January 10, 2003

At their January 10 meeting, the NOACA Governing Board elected officers to serve during calendar year 2003. Members unanimously approved the following slate of officers:

President: Betty Blair, Lorain County Commissioner*

Second Vice-President: Robert Klaiber, Cuyahoga County Engineer*
Secretary: Mark Ricchiuto, Director, City of Cleveland*
Assistant Secretary: J. Timothy McCormack, Cuyahoga County Commissioner*
Assistant Secretary: William Grace, Mayor, City of Elyria
Treasurer: Stephen Hambley, Medina County Commissioner*
Assistant Treasurer: Erwin Odeal, Director of NEORSD (Cuyahoga County)

The Board also presented resolutions of appreciation to Mildred M. Teuscher, retired Lake County Commissioner, Daniel McDermott, outgoing Board member alternate, and Neil C. Hofstetter, outgoing Governing Board President. The resolutions thank the aforementioned for their service to the Board.

NOACA’s environmental staff presented a Model Phase II Storm Water Management Plan for local communities addressing the management of storm water runoff. Most NOACA-region communities will be required to submit a plan for controlling storm water runoff to the Ohio Environmental Protection Agency (Ohio EPA) by March 10, 2003. In these plans, communities must address six issues: construction site runoff, post-construction runoff, illicit sewer discharges, good housekeeping, public education and public involvement. The model implementation plan, developed by NOACA’s Regional Storm Water Task Force, identifies Ohio EPA requirements and recommendations for meeting minimum requirements with regard to the six issues.
