Governing Board Action: January 9, 2004

At their January 9 meeting, the NOACA Governing Board elected officers to serve during calendar year 2004. Members unanimously approved the following slate of officers:

President: Daniel Troy, Lake County Commissioner*
First Vice-President: Robert Klaiber, Cuyahoga County Engineer*
Second Vice-President: Mark Ricchiuto, Director, City of Cleveland *
Secretary: Stephen Hambley, Medina County Commissioner*
Assistant Secretary: J. Timothy McCormack, Cuyahoga County Commissioner*
Assistant Secretary: William Grace, Mayor, City of Elyria
Treasurer: Neil C. Hofstetter, Geauga County Commissioner*
Assistant Treasurer: Erwin Odeal, Director of NEORSD (Cuyahoga County)
Assistant Treasurer: James Gills, Lake County Engineer
Immediate Past Pres. Lorain County Commissioner Betty C. Blair*

The Board also approved amending the FY 2004 – 2007 Transportation Improvement Program to include the following projects:

  • CSX Railroad Grade Separation on SR-252 (Columbia Road) in Olmsted Falls.
  • Pedestrian/bicycle sidewalk enhancement to bridge replacement projects on Grant and Fleet Avenues over I-77 in Cuyahoga and Newburgh Heights.
  • Greater Cleveland Regional Transit Authority Ohio Works First job access program.
  • Lorain County Transportation Brokerage Program (A job access program)
  • Replacement wheelchair-access van purchase for LAKETRAN: 18 vehicles in FY 2004 and 18 vehicles in FY 2005.


  • The above projects will be supported by either NOACA Surface Transportation Program (STP) or Congestion Mitigation / Air Quality (CMAQ funds).

    The Board also adopted a resolution accepting supplemental funding for the Rocky River 319 Planning Grant which will complete work on the Rocky River Watershed Action Plan. The resolution also authorizes NOACA to enter into an agreement with the Cuyahoga County Board of Health under the Cuyahoga County Board of Health’s Rocky River 319 Implementation Grant to provide technical assistance and planning for home sewage system improvements within the watershed over the next three years.
