Improvements to the Intersection of SR-3 and Reagan Parkway in Medina

 

The NOACA Governing Board approved the following project as a candidate to be amended to the NOACA Transportation Plan by adopting Resolution No. 2004-044 on September 10, 2004.

Current Conditions:
SR-3 (Weymouth Road) is functionally classified as an urban minor arterial. SR-3 is a two-lane facility with lanes twelve feet (12’) wide and no curb. The existing pavement width including shoulders is forty feet (40’). The existing posted speed limit is 45 miles per hour (mph). The average daily traffic (ADT) is 22,960 vehicles per day (2005 count). The projected (i.e. 2025) ADT is 33,080 vehicles per day. Reagan Parkway is a local road. Based on Ohio Department of Public Safety accident data from 1998 to 2000, this intersection averaged about ten accidents per year. These accidents were primarily rear end and angle type accidents.

Proposed Project:
This project involves improvements to 0.32 mile of SR-3 at the intersection of Reagan Parkway in Medina and Medina Township. The improvements include widening to include a turn lane (for a total of three lanes, each twelve feet (12’) wide, signs and pavement markings.

The total construction cost is estimated to be $770,000. Eighty percent ($616,000) of the construction cost will be funded from State Surface Transportation Program (S/STP) funds. ODOT will fund the twenty percent ($154,000) non-federal share of construction programmed for SFY 2005.

Staff Comment (Summary):

  • Project will satisfy Goal #1 (System Preservation and Management) of ODOT’s Access Ohio and Goal #3 (Preserve and Improve the Efficiency of the Transportation System) of NOACA’s Framework for Action 2025.
  • No fixed route transit service will be affected in the project area.
  • This project does not serve the Title VI/Environmental Justice (EJ) populations.
  • Impacts on the branch of the Rocky River and Bradway Creek are possible. Therefore, avoid, minimize or mitigate temporary and/or permanent negative impact on river and its related environs by ecosystem-sensitive design and construction techniques.
  • Explore the feasibility of correcting existing watershed problems created by the original design and/or placement of the project sponsor to address issues.
  • SR-3 in the area of the proposed project is categorized as for “experienced cyclists only”.
  • Crosswalks should be provided with pedestrian-activated signals to enable pedestrians and cyclists to cross at the SR-3/Foote Road/Reagan Parkway intersection.
  • Advance to committee and public review in order to obtain comments with the understanding that the sponsor will make a good-faith effort to address comments.

Bicycle Advisory Council (BAC) Recommendation:
Provide crosswalks with pedestrian-activated signals fro pedestrians and cyclists to be able to cross at the SR-3/Foote Road/Reagan Parkway intersection. The BAC suggests the crosswalks be placed across Foote Road from the southeast to southwest corners of the intersection, then from the southwest corner across SR-3 to the northwest corner of the intersection, or the best way according to the project sponsor.
