Bridge Rehabilitation Replacement on the Innerbelt Bridge in Cleveland

Title: Bridge Rehabilitation/Replacement on the Innerbelt Bridge in Cleveland

History/Background: This project is included in ODOT District 12’s Major Bridge Program. ODOT District 12 needs to program another construction component of the Innerbelt Bridge.

Current Conditions: I-90 is functionally classified as an urban interstate. The legal speed limit is 55 miles per hour. The average daily traffic is 132,090 vehicles per day, not including trucks (ODOT 2007 Cuyahoga County Traffic Survey Report).

Proposed Project: This project involves the Rehabilitation/replacement of the deck of the Innerbelt Bridge on I-90, over the Cuyahoga River and Conrail railroad in Cleveland. The estimated total construction cost of the project is $194,000,000. A portion ($97,000,000) of the construction cost will be funded with a major new earmark for the Cleveland Innerbelt Project. $29,475,000 will be funded with Interstate Maintenance (IM) funds. $67,525,000 will be funded by ODOT. This project has an estimated award date of July 22, 2010.

Staff Comment (Summary):
Plan and Transportation Improvement Program (TIP) Team:
  • This project is consistent with NOACA’s Connections 2030 Plan Goal #3 (Preserve and Improve the Efficiency of the Transportation System) and ODOT’s Access Ohio 2004 - 2030 Goal #4 (System Preservation)
  • Recommend committee and public review in order to obtain comments.
Regional Transportation System (RTS) Team:
  • Prior to ODOT’s ban on trucks and buses on the I-90 Innerbelt Bridge, this section of I-90 carried a total of 308 buses (148 northbound and 160 southbound) from 12 GCRTA routes: 23, 135, 145, 246, 51F, 251, 451, 51X, 86F, 87F, 96F, and 263 (2007 year end data).
