History/Background: In 2011, the NOACA Governing Board approved a project to replace the decks of the twin I-480 bridges, over the Cuyahoga River Valley in Valley View and Independence. The project was originally was added to the Plan in 2011 as a bridge deck replacement project The project’s estimated total cost was $81,136,400.

Since the time the project was originally added to the Plan, it has undergone a significant change in scope and cost. In accordance with NOACA’s Regional Transportation Investment Policy, projects already on the Plan or TIP that request a change of scope or significant cost increase (greater than 20 percent) must go through PPR again.

Proposed Project: The revised project will involve replacing the decks of the twin IR-480 bridges (location map) utilizing the Design-Build process. However, the work will also include constructing a new four lane structure, between the existing bridges.

The sponsor reports that the new structure will be used for maintenance of traffic (MOT) purposes during the 6 year construction period and will then function as auxiliary lanes, between IR-77 and Transportation Boulevard, at the completion of the project.

The project’s estimated total cost is $300,070,495. The estimated cost of preliminary engineering is $22,390,495. The estimated cost of right-of-way (RW) is $150,000. The estimated cost of construction is $277,530,000.
