Proposed Source of Federal Funds: County Engineers Association of Ohio (CEAO)

History/Background: In 2006, the Ohio Department of Transportation (ODOT) required that CEAO spend half of its County Surface Transportation Program (CSTP) funds on safety projects, and it was subsequently determined that the CSTP and Highway Safety Improvement Program (HSIP) funds would be administered by CEAO as separate programs. To be eligible for federal HSIP funding, a project must correct or improve an identified hazardous road section, intersection, or bridge location or feature or address a highway safety problem.

In October 2015 the CEAO approved the use of Highway Safety Improvement Program (HSIP) funds for project applications submitted by the Lorain County Engineer. On October 14, 2015, the Lorain County Board of Commissioners adopted Resolution No. 15-687 requesting NOACA to place the projects on its Transportation Plan.

Proposed Projects: The following projects were selected for Highway Safety Improvement Program (HSIP) funding:

LOR BAUMHART RD (CR-51) - 8.90 - Baumhart Road photoThe proposed project involves countermeasures to address safety concerns on Baumhart Road, from approximately 250 feet south of North Ridge Road to 250 feet north of Cooper Foster Park Road, in Brownhelm Township (location map).

The proposed countermeasures include:

• add/upgrade alignment and advisory speed signing;
• install rumble strips along the centerline and edgeline within the project area to prevent sideswipe and fixed object crashes;
• resurface pavement within the project limits; and
• install guardrail in warranted locations;
• upgrade signals to include LED (light emitting diode) bulbs and backplates

The project’s estimated total cost is $376,000. The estimated cost of preliminary engineering preliminary development (PEPD) is $2,500. The estimated cost of preliminary engineering detail design (PEDD) is $2,500. The PEPD and PEDD will be funded locally. The estimated cost of construction (C) is $371,000. Eighty percent ($296,800) of the C cost will be funded with CEAO HSIP funds. The Lorain County Engineer will provide the non-federal share of construction ($74,200). The project can be designed and ready to construct by 2021

.• LOR COLUMBIA WEST RIVER RD (CR-60) - 3.54 - Columbia West River Rd photoThe proposed project involves countermeasures to address safety concerns on Columbia West River Road, from Folley Road to Osborn Road, in Columbia Township (location map).

The proposed countermeasures include:

• install/upgrade horizontal alignment and advisory speed signs at concentrated crash locations throughout the project area;
• flatten the crest vertical curve to the south of Folley Road to increase sight distance on Columbia West River Road and from the Folley Road intersection to help prevent rear end and angle crashes;
• upgrade existing curve signs to fluorescent sheeting at the Folley Road intersection;
• perform clearing and grubbing on the west side of the Columbia West River to the south of the Folley Road and Nichols Road intersections which will improve sight distances at both of these intersections;
• add a 2’ paved shoulder to the existing roadway to aid as fixed object countermeasure; and
• add curve warning signage near Painview Court and Folley Road; and
• add intersection ahead warning signs at Osborn Road

The project’s estimated total cost is $1,259,500. The estimated cost of preliminary engineering preliminary development (PEPD) is $25,000. The estimated cost of preliminary engineering detail design (PEDD) is $75,000. The PEPD and PEDD will be funded locally. The estimated cost of construction (C) is $1,159,000. Eighty percent ($927,200) of the C cost will be funded with CEAO HSIP funds. The Lorain County Engineer will provide the non-federal share of construction ($231,800). The project can be designed and ready to construct by 2021.
