Title: Resurface West Jackson Street in Painesville

History/Background: On May 4, 2015, the City of Painesville, Ohio approved Ordinance No. 18-15 authorizing an application be submitted to NOACA for infrastructure improvements of Jackson Street.

• LAK WEST JACKSON ST – This project involves resurfacing West Jackson Street, from the Painesville west corporate limit to Richmond Street, in Painesville (location map). The sponsor reports that the proposed project will also include signage and pavement markings to incorporate a shared bicycle lane in both directions.

The estimated total project cost, provided by the sponsor, is $1,531,000. The estimated cost of the preliminary engineering detailed design (PEDD) is $200,000. The PEDD will be funded locally. The estimated cost of construction is $1,331,000. The sponsor requests that eighty percent ($1,064,800) of the cost be funded with NOACA administered Surface Transportation Program funds. The sponsor will provide the twenty percent ($266,200) matching funds.

Title: Resurface Medina Line Road in Medina and Summit County

History/Background: In October 2014, the Board of County Commissioners, Medina County Ohio, adopted Resolution 14-0852 to resurface Medina Line Road (CR-2), in Sharon and Wadsworth Townships in Medina County and Copley Township and the City of Norton in Summit County. In January 2015, Medina County and Summit County entered into a cooperative agreement for resurfacing Medina Line Road.

• MED MEDINA LINE RD – This project involves resurfacing Medina Line Road, from Greenwich Road to Ridgewood Road, in Sharon and Wadsworth Townships in Medina County and Copley Township and the City of Norton in Summit County (location map). The estimated cost of construction, provided by the sponsor, is $2,690,000. The sponsor requests that eighty percent ($2,152,000) of the cost be funded with NOACA administered Surface Transportation Program funds. The sponsor will provide the non-federal share of construction ($538,000).

Staff Comment: (general)
• These projects are consistent with NOACA’s Connections+ 2035 Goal #3 (Preserve and Improve the Efficiency of the Transportation System).
• Recommend committee and public review in order to obtain comments.

Staff Comment: (LAK WEST JACKSON ST):
• Sponsor should coordinate with any Lake County Health Transportation for Livable Communities Initiative (TLCI) Plan recommendations that fall within the project limits (pending finalization in Fall, 2015).
• All curb ramps should be upgraded to be Americans with Disabilities (ADA) compliant.
• Sharrows are most appropriate for roads with low speeds and low volumes. To compensate for the higher (35 mph) speeds, and 10,000 average daily traffic, sponsor should incorporate traffic calming techniques such as ladder-style crosswalks, mini traffic circles (approx. 25' diameter), neckdowns. Sponsor should consider reducing speed limit of 35 mph section.
