History/Background: In November 2012, the Director of the Ohio Department of Transportation (ODOT) announced the creation of an Ohio Statewide Urban Congestion Mitigation and Air Quality (CMAQ) Program. The intent of the program is to more quickly advance eligible projects that improve air quality, reduce congestion, and eliminate delay/improve safety, in addition to utilizing statewide CMAQ funding in the year funds are allocated. Selection of projects is in accordance with the policy established by the Ohio Statewide Urban Congestion Mitigation and Air Quality Committee.

The following projects are applying for CMAQ funding administered through the Ohio Statewide Urban Congestion Mitigation Air Quality Program:

CUY BRECKSVILLE SIGNALS - This project involves traffic control timing and signalization at all intersections along Brecksville Road, from Snowville Road to Wallings Road, in Brecksville (location map). The project’s estimated total cost is $1,380,000. The estimated cost of preliminary engineering preliminary development (PEPD) is $80,000. The sponsor is requesting eighty percent ($64,000) of the PEPD to be funded with CMAQ funds. The sponsor will provide the twenty percent ($16,000) matching funds. The estimated cost of preliminary engineering detailed design (PEDD) is $40,000. The sponsor is requesting eighty percent ($32,000) of the PEPD to be funded with CMAQ funds. The sponsor will provide the twenty percent ($8,000) matching funds. The estimated cost of construction (C) is $1,260,000. The sponsor is requesting eighty percent ($1,008,000) of the construction (C) cost to be funded with CMAQ funds. The sponsor will provide the twenty percent ($252,000) matching funds.

CUY CENTER RIDGE RD SIGNALS - This project involves upgrading signals at 12 intersections along Center Ridge Road, from Spencer Road to Wooster Road, in Rocky River (location map). The project’s estimated total cost is $2,310,000. The estimated cost of preliminary engineering preliminary development (PEPD) is $60,000. The sponsor is requesting eighty percent ($48,000) of the PEPD to be funded with CMAQ funds. The sponsor will provide the twenty percent ($12,000) matching funds. The estimated cost of preliminary engineering detailed design (PEDD) is $150,000. The sponsor is requesting eighty percent ($120,000) of the PEPD to be funded with CMAQ funds. The sponsor will provide the twenty percent ($30,000) matching funds. The estimated cost of construction (C) is $2,100,000. The sponsor is requesting eighty percent ($1,680,000) of the construction (C) cost to be funded with CMAQ funds. The sponsor will provide the twenty percent ($420,000) matching funds.

CUY CLARK AVE SIGNALS - This project involves reconstructing the existing traffic signal system along Clark Avenue, from Lorain Avenue to West 14th Street, in Cleveland (location map). The project includes reconstructing 15 traffic signals and the placement of a new semi-actuated overhead interconnect traffic signal system along Clark Avenue. The estimated cost of construction (C) is $4,139,500. The sponsor is requesting eighty percent ($3,311,600) of the construction (C) cost to be funded with CMAQ funds. The sponsor will provide the twenty percent ($827,900) matching funds.

LAK SR-84 SIGNALS - This project involves the installation of traffic signals along SR-84 (Ridge Road) at the intersections of Robinhood Drive, Shankland Road and Willoughcroft Road, in Willoughby (location map). The estimated cost of construction (C) is $315,942. The sponsor is requesting eighty percent ($252,754) of the construction (C) cost to be funded with CMAQ funds. The sponsor will provide the twenty percent ($63,188) matching funds.

LOR AVON SIGNALS - This project involves upgrading traffic signals at 37 intersections along Center Road (SR-83), Nagel Road, Detroit Road (SR-254), Lorain Avon Road (SR-611) and Chester Road, in Avon (location map). The project’s estimated total cost is $5,896,000. The estimated cost of preliminary engineering preliminary development (PEPD) is $16,500. The estimated cost of preliminary engineering detailed design (PEDD) is $534,500. The PEPD and PEDD costs will be borne by the sponsor. The estimated cost of construction (C) is $5,345,000. The sponsor is requesting eighty percent ($4,276,000) of the construction (C) cost to be funded with CMAQ funds. The sponsor will provide the twenty percent ($1,069,000) matching funds.

LOR LORAIN SIGNALS - This project involves replacement of traffic signals at 10 intersections along Broadway and 28th Street in Lorain (location map). The project’s estimated total cost is $4,980,000. The estimated cost of preliminary engineering preliminary development (PEPD) is $23,000. The PEPD will be funded by the sponsor. The estimated cost of preliminary engineering detailed design (PEDD) is $404,000. The sponsor is requesting eighty percent ($323,200) of the PEDD cost to be funded with CMAQ funds. The sponsor will provide the twenty percent ($80,800) matching funds. The estimated cost of right-of-way (RW) is $100,000. The RW will be funded by the sponsor. The estimated cost of construction (C) is $4,453,000. The sponsor is requesting eighty percent ($3,562,400) of the construction (C) cost to be funded with CMAQ funds. The sponsor will provide the twenty percent ($890,600) matching funds.
