Title: Bridge Partnership Program Projects in Cuyahoga, Lorain and Medina Counties

History/Background: The Ohio Bridge Partnership Program is a new initiative designed to reduce the excess of deficient locally maintained bridges statewide. ODOT will work cooperatively with Ohio’s counties and municipalities to address bridges in need of repair and/or replacement. The program provides $120 million from SFY 2015 – 2017 for the replacement of bridges statewide. Projects meeting eligibility criteria will be designed and constructed through the ODOT- Let process with 100% federal funds, utilizing Toll Revenue Credits, with no local match required.

To be eligible for this program, the bridges must be:

• Locally-owned
• Identified as structurally deficient
• Be open and carry vehicular traffic
• Not currently funded by other sources such as Localized Bottleneck Reduction (LBR) Program, Ohio Public Works Program, or the local County Capital Programs
• Must meet the federal bridge definition (span greater than 20 feet)

ODOT and locals with eligible bridges will work closely to develop the appropriate scope, schedule and budget for each project. Approval from each local will be required prior to advancing projects to construction.

The projects will be authorized under the STW Line Local Government. The projects selected in the NOACA region are as follow:

CUY WETZEL AVE: PID No. 97497 - This project involves replacing a bridge on Wetzel Avenue over Stickney Creek in Cleveland. The project’s estimated total cost is $379,244. The project will be ready to construct by April 2015.

D03 OBPP 6D LOR: PID No. 97547 - This project involves replacing a bridge on TR-39 (Oberlin Road) over Engle Ditch in Oberlin. The project’s estimated total cost is $490,876. The project will be ready to construct by April 2016.

D03 OBPP 6C LOR: PID No. 97554 - This project involves replacing bridges on TR-15 (Parsons Road) over the Black River in Oberlin, and North Ridge Road/Milan Avenue over Beaver Creek in Amherst. The project’s estimated total cost is $1,401,840. The project will be ready to construct by April 2016.

D03 OBPP 3C LOR/MED: PID No. 97551 - This project involves replacing bridges on TR-137 (Folley Road) over Plum Creek, TR-129 (Snell Road) over a ditch in Columbia Township, CR-42 (Grafton Road) over Plum Creek in Liverpool Township, and CR-44 (State Road) over the East Branch of the Rocky River in Hinckley Township. The project’s estimated total cost is $2,149,981. The project will be ready to construct by April 2015.

D03 OBPP 3D MED: PID No. 97541 - This project involves replacing bridges on CR-29 (Congress Road) over the Black River in Spencer Township, and CR-46 (Seville Road) over Camel Creek in Westfield Township. The project’s estimated total cost is $1,103,197. The project will be ready to construct by April 2015.

D03 OBPP 5D MED: PID No. 97545 - This project involves replacing bridges on TR-164 (Muntz Road) over the West Branch of the Rocky River in Liverpool Township, and CR-32 (South Weymouth Road) over the North Branch of the Rocky River in Medina Township. The project’s estimated total cost is $838,286. The project will be ready to construct by April 2016.

D03 OBPP 2C MED: PID No. 97549 - This project involves replacing bridges on TR-33 (Branch Road) over Mallet Creek in York Township, and TR-170 (Bagdad Road) over the West Branch of the Rocky River in Medina Township. The project’s estimated total cost is $1,610,473. The project will be ready to construct by January 2015.

D03 OBPP 5C MED: PID No. 97553 - This project involves replacing bridges on MR-4 (West Smith Road), over Champion Creek, in Medina, CR-4 (Smith Road), over the East Branch of the Black River, in Chatham Township and Litchfield Township and Harmony Street, over Broadway Creek, in Medina. The project’s estimated total cost is $1,946,707. The project will be ready to construct by April 2016.
