Title: Bridge and Culvert Projects in Cuyahoga and Lake Counties

History/Background: These projects are included in the ODOT District 12 Programs.

D12 BH FY2016 MISC: PID No. 97372 - This project involves the rehabilitation of bridges in Cuyahoga and Lake Counties. The work includes preventive and reactive maintenance and minor rehabilitation to structures on:

o West 7th Street, over IR-490, in Cleveland;
o SR-44, over Kellogg Creek, in Concord Township;
o Garfield Road, over IR-90, in Mentor;
o Morley Road, over IR-90, in Concord Township;
o Ford Road, over IR-90, in Leroy Township; and
o Eddy Road, over IR-271 and the IR-271 northbound exit ramp to IR-90 westbound, in Willoughby Hills

The estimated construction cost is $2,060,000. The project will be funded with Federal ODOT District Preservation Pavement and Bridge funds ($1,751,000). ODOT will provide the matching funds ($309,000). The project will be ready to construct by April 2016.

CUY SR-10 - 16.13 STEEL: PID No. 96986 - This project is included in the ODOT District 12 Major Bridge Program. The project involves structural steel repair and retrofitting on the Hope Memorial Bridge, over the Cuyahoga River, in Cleveland (location map). The project’s estimated total cost is $10,800,000. The estimated cost of preliminary engineering detailed design (PEDD) is $800,000. The PEDD will be funded by ODOT. The estimated construction cost is $10,000,000. Eighty percent ($8,000,000) of the construction (C) cost will be funded with Major Bridge Funds. ODOT will provide the twenty percent ($2,000,000) matching funds. The project will be ready to construct by January 2016.

CUY IR-90 - 25.97 PED: PID No. 97245 - This project involves the construction of a new pedestrian bridge over IR-90, just west of East 185th Street, in Cleveland. The new structure will replace the existing bridge that was removed due to a collision. The project’s estimated total cost is $2,071,580. The estimated cost of preliminary engineering preliminary development (PEPD) is $39,580. The estimated cost of preliminary engineering detailed design (PEDD) is $75,000. The PEPD and PEDD will be funded by ODOT. The estimated construction cost is $1,957,000. Ninety percent ($1,761,300) of the construction (C) cost will be funded with (Federal) ODOT District Preservation (Pavement and Bridge) Funds. ODOT will provide the ten percent ($195,700) matching funds. The project will be ready to construct by January 2020.

CUY IR-271 - 2.32 CULVERT: PID No. 97036 - This project is included in the ODOT District 12 Culvert Program. The project involves rehabilitation of the 72 inch CMP (corrugated metal pipe) below IR-271, just south of the twin bridges, over Tinkers Creek, in Bedford (location map). The work will include replacing the first 76 feet and paving the invert of the next 500 feet, plus repairing through holes in several locations.
The project’s estimated total cost is $872,244. The estimated cost of preliminary engineering detailed design (PEDD) is $72,244. The PEDD will be funded by ODOT. The estimated construction cost is $800,000. Ninety percent ($720,000) of the construction (C) cost will be funded with (Federal) ODOT District Preservation (Pavement and Bridge) Funds. ODOT will provide the ten percent ($80,000) matching funds. The project will be ready to construct by May 2015.

LAK SR-84 - 26.52/28.20: PID No. 95321 - This project is included in the ODOT District 12 Culvert Program. The project involves adding headwalls to the existing culvert on SR-84 (South Ridge Road), just west of Townline Road; and replacing the culvert on SR-84, just west of Dayton Road, all in Madison Township. The project’s estimated total cost is $450,000. The estimated cost of right-of-way (RW) is $50,000. The RW will be funded by ODOT. The estimated cost of construction (C) is $400,000. Eighty percent ($320,000) of the construction cost will be funded with State Surface Transportation Program (S/STP) funds. ODOT will provide the twenty percent ($80,000) matching funds. The project will be ready to construct by January 2016.

• The project sponsor should avoid a switchback ramp.

• The project sponsor should consider enhancing the underpass at East 185th Street to make it bicycle and pedestrian friendly, possibly in lieu of the bridge replacement.
